When will the red zone end in the regions? Are there other territories that are at risk of further restrictions on Friday when the control room will meet again? Even if the doctors ask for it for Puglia and Liguria it still seems to be in difficulty, the prediction of today’s newspapers is that apart from Abruzzo, which declared the restriction on its own, there will be no changes to the list of areas for now. red, orange and yellow on Friday, November 20. But Prime Minister Giuseppe Conte and Health Minister Roberto Speranza are instead evaluating the possibility of “liberating” the provinces with a descending Rt from some restrictions.
The red zone until December and the provinces to “free”
For the regions, however, the date to be marked on the calendar is December. Because, as we have explained, according to the rules set by the last Dpcm, the mechanism foresees that the Regions can request the revision of the range one week after entry, based on the monitoring of the Istituto Superiore di Sanità that usually takes place on Friday (when institutions remember to send the numbers). But those numbers must be confirmed for two consecutive weeks before they can leave the zone assigned by the ordinance. Therefore, it takes at least three weeks, once in the red or orange zone, to change color. On the contrary: since the ordinances have so far been signed on Friday, requests run the risk of being postponed to the following week.
According to this calendar, Lombardy and Piedmont, Calabria and Valle d’Aosta (which have been restricted since November 6) could leave the red zone as of November 27, as well as Puglia and Sicily from the orange zone. Other regions of the same color such as Abruzzo, Basilicata, Umbria and Liguria could improve as of December 4 (its ordinance takes effect from November 11), such as the red Bolzano. Tuscany and Campania, red from November 15, could change their regime from December 11, as well as the Friuli-Venezia Giulia, Marche and Emilia-Romagna oranges.

But, explain today Republic, the restrictions could last a few more days according to the intentions of the government, which instead points to the date of December 8, or the Immaculate Conception, to grant a relaxation of the measures, pending the expected Dpcm that will “release” Christmas. The breath of fresh air will be granted to tourism and commerce, since only those 15 days (December 10-25) are worth a significant part of the annual turnover of stores and chains. But this obviously only in the event that good news finally arrives from the contagion curve and the Rt index falls below 1.
The newspaper, however, adds that at the government table there is still the possibility of changing “color” for some provinces. In Piedmont, Lombardy, Campania, Tuscany and Calabria there are areas where the RT is in the orange zone and not in the red zone. That is, it is between 1.25 and 1.50. And others where it is below 1.25. These are:
- in Lombardy: Pavia and Sondrio (less than 1.25) and Milan, Lodi and Cremona (less than 1.50);
- in Piedmont: Novara, Alessandria, Turin, Vercelli, Cuneo, Verbano-Cusio Ossola and Asti (below 1.50), while only Biella is above 1.50;
- in Tuscany: Pisa and Siena (less than 1.50)
- in Abruzzo: L’Aquila (less than 1.25) and Pescara (less than 1.50)
- in Calabria: Cosenza and Reggio Calabria (less than 1.50)
For some of these provinces, ease restrictions where things are a little better. This is what the governors (for now unheard of) are asking the Council of Ministers.
