Red, orange and yellow zones: all the new bans
Given the times that have been lengthening, tomorrow will be a day of tolerance regarding the new rules. As of Friday, however, the measures and controls of self-certifications will begin.
At yellow areas the curfew is from 22 to 5. In any case it is strongly recommended not to travel except for reasons of work, study, health, situations of need or to carry out activities or use non-suspended services. High school closed, except for face-to-face workshops. The presence activity is planned for primary and secondary schools but with the mandatory use of masks. Bars and restaurants must close at 18:00. In addition to cinemas and theaters, museums and exhibitions are also closed. Shopping centers are closed on weekends and all holidays, except for pharmacies, grocery stores, tobacconists and kiosks.
At orange areas Bars, pubs, restaurants, ice cream parlors and patisseries are also closed, except for canteens and catering. Only catering with home delivery is allowed and until 10.00 p.m. Any movement in and out of the territories, as well as mobility between municipalities, is prohibited.
At red zones distance education also for the second grade of secondary school, for the second and third grade classes. Therefore, only preschool, primary and secondary schools remain open. There remains “the possibility of carrying out activities in the presence if the use of laboratories is required.” Stores are closed except for groceries, kiosks, tobacconists, pharmacies and parapharmacies. Hair salons and beauty centers remain open.
Rezza: “High incidence in Lombardy, Piedmont and Campania”
The new one was approved and published in the Official Gazette. Dpcm with the new anti-contagion recipes, the expectation remains high for the definitions of high-risk territories that will face a lockdown, as well as high-risk areas that will see a mobility limitation. Only in one part of the Italian territory, the yellow zones, will interregional travel still be possible.
Based on data from the latest monitoring by the Higher Institute of Health (October 19-25), it is based on 21 known epidemiological and health parameters, in the high-risk “Scenario 4” – the so-called red zones – Lombardy, Piedmont and Calabria would fall. In “Stage 3” – orange areas – Campania, Puglia and Sicily, but also Liguria and Veneto.
So this should be the case, but it could change with the data update. In addition, some provinces with higher risk could be included based on the provisions of article 2 paragraph 2 of the Dpcm.
“They are particularly hectic and intense hours, we have been together since this morning in the control room and we continue working” says the professor Gianni rezza, Director of the Department of Infectious Diseases of the National Institute of Health. “In recent days there has been a relative stabilization, the rate of positivity with respect to the number of swabs performed is around 10%, therefore a very high figure and it is not good. The number of intensive care admissions continues to grow but there are critical problems.
“As for the Lombardy, Piedmont and Campania regions, the incidence is high; the situation in Veneto is similar, while in Lazio there is a slight increase in cases but it is growing gradually. The other regions, smaller in terms of inhabitants Umbria has 500,000 inhabitants and 500 cases, an increase that is undoubtedly worrying ”.

If it is still not clear what the colors of the regions will be, also because the measures will not only take into account the contagion index (Rt), Rezza explained that individual regions could act by imposing more restrictive measures applying a possible ‘red zone’ in subregionally based, always in consultation with the Ministry of Health.
