From Sunday November 15, Campania becomes the red zone.. Consequently, all unnecessary movements are prohibited even within the municipality itself. For this, it will be necessary to have serious reasons, to be signed in a self-certification that, if then false, runs the risk of having strong consequences. In fact, Campania dates back more than 9 months, when the national closure was decreed in March, which then lasted until early May, when the first reopening began.

In Campania, therefore, as in the other red zones, any movement, even within the municipality itself, at any time is prohibited. Obviously, “valid and proven” reasons are an exception, including work, health, and need in the first place. Furthermore, it is forbidden to travel from one region to another and from one municipality to another. This last measure was already, in part, active in Campania, although in the yellow zone: President Vincenzo De Luca, in fact, had already prohibited movement between provinces for several weeks. Prohibition that is now “overridden” by the prohibition of movement even between individual municipalities.
Fines for those who submit false self-certifications
Strong hand for those who declare the false in the self-certifications. On the one hand, there is indeed the risk a fine of between 400 and 1,000 euros for violating the anti-coronavirus containment measures, but on the other hand, there is also the risk of being reported for false attestation and statement. A criminal offense that can be sanctioned, in case of conviction, with the prison from one to six years, according to article 495 of the penal code.
The self-certification form
According to the DPCM, there is the possibility of moving for “valid and proven reasons.” Reasons why, however, it will be certified and declared in a specific self-certification model, as already in March and April. The form, attached to the Decree of the Prime Minister of November 3, is free to download and must be provided whenever requested by the police during street checks. This is the form to travel:
