When is a visit to a relative part of a need?

the visits to relatives are not allowed during the holidays except when there is a reason of need.

the new DPCM puts an end to visits to relatives at Christmas and on other holidays. Let’s forget about the round of home visits to exchange Christmas greetings and gifts with close friends and family: the decree signed by the Presidency of the Council of Ministers on the afternoon of December 3, 2020, which will come into force as of tomorrow, limits the possibility to spend parties in company, especially for those who live in small towns.

In fact, the restrictions, just like him recommendations, which limit the opportunities for coexistence during the holidays. Also because going to visit relatives, even if they are close, should not be part of the need that justify an action in repeal of the foreseen prohibitions, since instead it had been rumored a few hours before the signing of the decree.

But let’s go in order and see what are the rules that limit the possibility of visiting relatives on Christmas Day, even simply to spend a few hours in company.

New Decree of the Prime Minister, recommendation not to receive people who do not live together

In a liberal democratic system we cannot enter the homes of ItaliansWith these words, the Prime Minister, Giuseppe Conte, explained the reason why in the new Decree of the Prime Minister we limit ourselves to providing “a strong recommendation”, And not a real restriction, for family Christmas celebrations.

The recommendation is clear: not receive people who do not live together at home. In fact, it is too high a risk, especially in situations like Christmas characterized by great conviviality and where the celebrations become more intense.

The Prime Minister wishes to emphasize that this is “an essential precaution, not only for us but to protect our parents and grandparents“; the fact is that since it is a recommendation there is no penalty for whoever decides to transgress.

However, there are several real restrictions that really limit the possibility of visiting relatives, even for those who decide not to heed the aforementioned recommendation; let’s see what they are.

Travel prohibited

During the days of Christmas, San Esteban and New Year’s Eve, visitors can visit the only relatives who are in the same city.

The new DPCM, in fact, prohibits moving outside the municipality on the following days: December 25, December 26 and January 1. Therefore, it will not be possible to visit family members who are out of town during the holidays and there are no exceptions to this restriction. For this reason, those who live in a city other than that of their parents or children will not be able to spend Christmas with them, much less Saint Stephen’s or New Year’s.

You can move in on Christmas Eve and New Year’s Eve but dinner with family is still engaged. In fact, there are no exceptions to the curfew: no movement will be allowed, except in cases of necessity, health and work, after 22:00.

When to visit a family member in case of need?

However, among the cases of need some situations are pointed out that justify the visit of relatives without prejudice to travel restrictions.

However, as anticipated, there will be no exemption for close family members: The same rules and recommendations apply to these as for other family and friends.

The only possibility of visiting a relative is the one in which you are going to helping a person who is not self-sufficient. For example, you can visit grandparents at Christmas, but only if they are not self-sufficient. And with the recommendation that, being one of the categories most exposed to the virus, all anti-contagion regulations be respected. Attention: this rule does not only apply to family members, since you can also travel to help a person who is not self-sufficient with whom there is no family relationship.

This, therefore, is the only case that at the moment seems to allow a visit to a family member in derogation of the planned restrictions. However, it will become clearer with FAQ of the Presidency of the Council of Ministers, which will indicate all the reasons of need that will allow you to move outside the Region and Municipality during the vacation period.
