What’s in the new DPCM

The DPCM recommends not traveling by public or private means “except for reasons of work, study, health, situations of need or to carry out activities or use non-suspended services.” One of the most controversial measures refers to the opening hours of bars, pubs, restaurants and activities that perform catering services: they will have to close at 6:00 p.m. -and not at 11:00 p.m. as requested by the Regions- but they can remain open on weekends, contrary to expectations. in an earlier draft of the DPCM circulated on Saturday. The DPCM recommends not receiving at home people other than those of your family unit, except for work needs or situations of need and urgency.

Bars, pubs, restaurants, ice cream parlors, patisseries and places that offer catering services will be open from 5:00 to 18:00; Consumption at the table is allowed for a maximum of four people per table, unless they live together. After 6:00 p.m. it is forbidden to consume food and beverages in public places open to the public. Home delivery is always allowed and, until midnight (where there is no curfew), take away catering, with a ban on on-site consumption. Hotels and other accommodation facilities may continue with catering services, only for their clients. Autogrills and points of sale that provide food and drink in the service and refueling areas of highways, hospitals and airports remain open.

Stores
Retail stores may remain open as long as they guarantee an interpersonal distance of at least one meter and limit entrances; It will not be possible to stay inside more than the time necessary for the purchase.

School
Services for kindergartens (formerly known as kindergartens) and elementary school (elementary school) and lower secondary school (middle school) lessons will continue to be delivered in person. Second grade high schools (i.e. high schools) will have to adopt flexible forms and integrated digital teaching (DDI) of at least 75 percent: this means that at least 75 percent of the lessons in high school They will have to be carried out remotely and not in person that the Regions may request to carry them out entirely online. The entry and exit times will have to be modified even more, even through the afternoon shifts: it will not be possible to enter the classroom before 9 am so as not to overload public transport.

Gyms
Gyms, swimming pools, wellness centers, spas must remain closed, except for those with compulsory health care or those that provide services that are considered healthcare.

Barber Shop
Hairdressers, beauticians and companies that provide personal services can remain open if the autonomous regions and provinces allow it, depending on the epidemiological trend of the territory.

Cultural activities
Theaters, concerts and cinemas, including outdoors, will be suspended. Museums and other cultural sites remain open with limited entry and guaranteeing an interpersonal distance of at least one meter. Casinos, gambling halls, betting halls, bingo halls, dance halls and nightclubs will also be closed, both indoors and outdoors.

Science
The lifts in the ski areas will be closed and can only be used by professional and non-professional athletes, recognized as being of national interest by CONI, CIP and their respective national federations.

Sport
Contact sports, related amateur basic sports, schools and all competitions, including recreational-amateur sports, are suspended. Only recognized sports events and competitions of national interest are allowed, in the professional and amateur sectors, by the Italian National Olympic Committee (CONI), by the Italian Paralympic Committee (CIP) and by the respective national sports federations. They must take place within sports facilities used behind closed doors or outdoors, without the presence of the public. The training of athletes, professional and non-professional, of individual and team sports participating in competitions is allowed.

Parks
Public parks, villas and gardens will remain open, but interpersonal distance of at least one meter must be maintained; Children can access the play areas respecting the distance and with a mask from 6 years old. It is allowed to carry out outdoor sports or physical activities, even in conditioned areas and public parks, maintaining a safe distance.

Services
Socio-sanitary activities are guaranteed for people with disabilities, according to the territorial plans adopted by the Regions; People with motor disabilities, autistic disorders, intellectual or sensory disabilities, or psychiatric problems can reduce physical distance from their caregivers and assistants.

Holidays
The parties are prohibited, even those that follow civil and religious ceremonies (until now there was a limit of 30 people), festivals and fairs of any kind; Conferences and congresses are suspended, except those held remotely. Public events are allowed as long as they are static and respect interpersonal distancing.

Public transport
Public transport planning, decided by the President of the Region, is “aimed at reducing and eliminating services” “to ensure the minimum essential services”, and must be organized in a way that avoids overcrowding. The Minister of Infrastructure and Transport may order reductions, suspensions or limitations in transport services, including international, automotive, rail, air, maritime.

Smart work
Smart work is recommended, whenever possible; in other cases, holidays and paid vacations for employees and other instruments provided for by collective bargaining are encouraged.
