Christmas 2020 will be in the red zone. Today, December 25, is the second day on which the restrictions decided by the government of Giuseppe Conte in Decree Law 172/2020, of December 18, are in force and all the limitations and exceptions specified in the regulations are in force, including those of effective as of Dec.1858/2020 of December 2 and of the Dpcm of December 3.
Christmas in the red light district: what you can and cannot do on December 25
What can and cannot be done today, December 25? Although the police, carabinieri and brigade controls already started yesterday, the red zone rules are valid throughout Italy, but with the exceptions introduced a week ago. And so these are the regulations in force from December 24 to 27 (from the 28th the three days of the orange zone will begin):
- you can go for a walk, close to the house and with a mask, or do sports alone;
- Circulation within the municipality itself is prohibited except for reasons of work, health or necessity and urgency;
- the curfew is in effect, which begins at 10 pm tonight and will last until 5 am tomorrow;
- yesterday, only essential goods stores, pharmacies, parapharmacies, tobacconists, etc. were open. today the pharmacies on duty are open on December 25;
- It is allowed at any time of the day to return to one’s residence, domicile or home, respecting the curfew and with self-certification.
To these basic rules, the government has introduced a series of exceptions in terms of meetings with family and friends, which in fact allow Christmas lunch. In fact, it is possible, only once a day, to travel to visit family or friends, only within the same region, respecting the curfew (and therefore from 5 to 22) and up to a maximum of two people. The person or two people who move can still bring children under 14 years of age and the disabled or non-self-sufficient people with whom they live.
Separated / adoptive parents can travel between December 21 and January 6 to go to different municipalities / regions or abroad to spend the holidays with their minor children, in accordance with the provisions of the judge or the agreements with the another parent. In the case of travel to / from abroad, however, it is necessary to consult the corresponding section on the website of the Ministry of Foreign Affairs and International Cooperation to obtain information on the specific health requirements related to the country from which you are coming or must go out.
The government has also allowed the movement to provide assistance to non-self-sufficient people from January 21 to 6, even between municipalities / regions in different areas, where it is not possible to provide them with the necessary assistance through other subjects present in the same municipality / region. . However, it is not possible to transfer more people than are strictly necessary to provide the necessary assistance: as a general rule, the need to provide assistance cannot justify the movement of more than one adult relative, possibly accompanied by minors or disabled persons than normally already attends.
In the period between December 21, 2020 and January 6, 2021, movements of a family unit living together to second residences are always allowed, from 5 to 22, within their own Region and always prohibited to other Regions . It is allowed to move to the second home, even in the name of several co-owners, of a single cohabiting home.
Can I leave on December 25? Christmas with self-certification
To travel, the self-certification must be completed, which will be given to the police in case of controls. The valid self-certification is the one published on the website of the Ministry of the Interior and which still bears the date of October 2020, that of the last update. It should indicate that the offset is determined by:
- proven job needs;
- health reasons;
- other reasons allowed by current regulations or by decrees, ordinances and other measures mentioned above that define the measures to prevent the spread of infection;
This last point is the one that must be marked in the self-certification if you travel to go to a friend’s house, adding in the following lines the starting address and the destination address but, for privacy reasons, not the name of the person who you are going to visit. There is also an exception to travel from municipalities with a population of no more than 5,000 inhabitants, whose residents can travel a distance of no more than 30 kilometers, even crossing from their own region. However, you cannot go to the provincial capitals. So in short, what can I do on December 25?
- I can go for a walk, do individual sports, take the dog for a walk;
- I can go to a friend or relative’s house for Christmas lunch 2020 and stay there until the moment I have to go home (curfew starts at 10 pm);
- I can go to a friend or relative’s house and spend the night there, coming home after 5 am when the curfew is no longer in effect;
- I can go to mass, possibly at the nearest church;
Fabio Ciciliano, 48, medical director of the Police and member of the Scientific Technical Committee, of which he is secretary, in a series of statements released a few days ago to Corriere della Sera He explained that the record of the overnight stay is valid: “Yes, every day you can make a single visit and you can also stay asleep. The departure for the return home is allowed from 5 to 22 every day and on January 1, 2021 from 7 to 22 “. However, it will not be possible to return home after 22:00, but before 05:00. If you do, you run the risk of a fine of between 400 and 1,000 euros, as required by the decree.
