The latest Dpcm launched by the government has been in effect since last night to try to contain the Covid contagion boom that threatens to overwhelm the country. In fact, the text, until next November 24, introduces several new rules that Italians will have to deal with.
Among the impositions, for example, distance education was advertised at 75% for high school students, but there is no “total” smart job for individuals. However, the measure considered probably the most controversial refers to the opening hours of bars, pubs, restaurants and activities that carry out catering services: all must close at 18 – and not at 23 as requested by the Regions – but they can remain open weekend, contrary to what was foreseen in an earlier draft of the text distributed on Saturday. Good news for businesses, supermarkets, shopping centers, pharmacies, hairdressers, beauticians and other services related to personal care: all remain open (following the protocols) as well as museums and churches. In the same way, it will continue to be allowed to move from one region to another and from one province to another, although it is strongly recommended to avoid all movements that are not considered essential.
CLOSURES AND RECOMMENDATIONS
Among the controversies, however, there are many activities that will have to keep the blinds closed from tomorrow. In fact, the total blockade was imposed for cinemas, theaters, gyms, swimming pools, football schools, ski resorts, betting centers, arcades and casinos. Ban on reopening, which obviously runs the risk of bringing to their knees a large number of entrepreneurs who, like restaurateurs, are already waiting for the different types of soft drinks promised by the government.
Not only that, along with the numerous impositions present, the Dpcm also contains several indications that are decidedly softer in legal terms. As a result of the mediation between the different souls that contributed to the writing of the text (government, parties, CTS and Regions), these are not linked but rather appeal to the collaboration of the citizens. The decree recommends, for example, not to travel by public or private means “except for reasons of work, study, health, situations of need or to carry out activities or use non-suspended services.” But also, to try to break the chains of family contagion, not to organize dinners at home with people who do not live with or visit someone.

The rule is hard but simple: from 6:00 p.m. all restaurant activities are closed, except those on the motorway, stations or airports. In other words, starting tomorrow you will not have to give up coffee at the bar or lunch in the restaurant, even on Sundays (with the commitment that a maximum of 4 can sit at each table if they do not coexist). Except also desserts: ice cream parlors and pastry shops remain open until 6:00 p.m. After that, however, things change and the traditional aperitif time and dinner time overwhelm as well. For the latter, however, there are some alternatives: you can aim for food delivery (allowed until midnight) or the more classic takeaway (just don’t stop or eat near the restaurant). On the other hand, in dinners at home with people who do not live together, as in the case of visits from friends, there is no real prohibition, but only a strong recommendation to resign.

With 75% distance learning for high school students only, and “highly recommended” but not mandatory smart work (except in the Palestinian Authority), millions of Italians will be able to keep moving legitimately. And, except for regional curfews (at 11pm in Lombardy, Campania and Sicily and at 24 in Calabria and Lazio), they will be able to do it quite freely. In any case, however, within the Dpcm, citizens are asked (but not obliged) not to travel, by public or private transport unless they have – in fact – needs for work or study, but also of health or for situations of need or to carry out activities or use services not suspended. For now, no indications to follow for public transport (if not the usual ones like masks, distancing and sanitation), the Regions will take care of them, trying to avoid overcrowding.

Free shopping. In fact, according to the new Dpcm, there are no particular new limitations for retail stores. Therefore, these can remain open as long as they guarantee an interpersonal distance of at least one meter and limit entries. As common sense also dictates, you won’t be able to stay indoors for longer than necessary to shop. Obviously, the same thing happens with pharmacies: without restrictions of any kind.
Without prejudice to the activities present within the shopping centers (except for any regional ordinance, as in Umbria). Although they have been talked about for a long time, and for a long time they feared their closure (especially on weekends), in the end there are no specific rules in the Dpcm. Therefore, the same attention given to retail stores applies to shopping centers as well.

Nothing to fear for hairdressers, estheticians and all other companies that offer services dedicated to the person. In fact, these for the government can remain open safely, which confirms the validity of the protocols studied several months ago (masks, visors and gloves) and since then they have been applied in salons and wellness centers. The only limitations relating to them may come from the Autonomous Regions and Provinces which, in case of worsening the epidemiological trend of the territory, have the right to intervene and impose the lockout even on hairdressers.
To lower the blind until November 24 are the so-called recreational activities. In fact, gambling halls, betting centers and casinos will not be able to reopen from tomorrow.

Back on the couch. The new Dpcm, in addition to stopping for aperitifs, dinners and nightlife, also for -with some controversy- cinemas and theaters. From tomorrow, therefore, until November 24, we will have to adapt again and renounce the magic of live shows (concerts included) and cinemas. With the film festival already started, therefore, audiences will probably have to settle for reviews and trailers, unable to see the latest releases, content with how (much) is being broadcast.
For a large part of the world of culture that suffers again, there is another that instead breathes a sigh of relief. In fact, there are no limitations for the museums that will be able to continue welcoming visitors respecting the number of tickets and all the security regulations already established.

The new decree establishes that it is “highly recommended” not to travel by public or private means, except for serious reasons such as work, study, health and for situations of need or to carry out activities or use non-suspended services. In practice, this means that it is not forbidden to leave home and that you can continue to travel even from your municipality and reach destinations in regions other than those of residence. Self-certification is not required. In essence, the government asks for the maximum collaboration of the citizens to reduce contacts between people, but does not impose blockades by law or determine fines. The walks are allowed not only in the parks near your house, but also in any place where we like to take a walk.

The new decree provides for the suspension of the activities of gyms, swimming pools, swimming centers, wellness centers and spas. An exception is compulsory health aids that are provided to people in need of rehabilitation or who provide services that fall within the essential levels of care. Basic sports activity and physical activity in general carried out outdoors in public and private sports centers and clubs, is allowed respecting social distancing and without gatherings. However, there is no football, because the decree establishes that contact sports are allowed only for individual and team sports recognized as of national or regional interest. The ski lifts of the ski resorts are also closed, except for those used by professional athletes.

Weddings, confirmations and baptisms are not prohibited. However, holidays resulting from all civil or religious ceremonies are prohibited. Until now it was possible to celebrate with a maximum of 30 guests respecting the distance between people but as of today this limit has also been crossed. All kinds of public or private parties are obviously prohibited. Therefore, you cannot even celebrate town festivals or festivities. All the conferences that can only be made through the web have also ended among the prohibited “gatherings”. To reduce person-to-person contacts, the government reiterated the strong recommendation not to invite people other than those who normally live together into their homes. In any case, the Decree confirms the well-known provision to always respect the distance of one meter between people and wash hands frequently.
