What the new dpcm allows: children with grandparents, condominium meetings, second homes

The government has published the faq on the restrictive measures adopted by the Dpcm according to the level of risk – yellow, orange, red zone – determined by order of the Ministry of Health. The questions and answers are visible on the map of Italy published on the Palazzo Chigi website.

Yes to going out with the dog for his physiological needs. It is possible to go out with your pet, due to its physiological needs, but without crowds and maintaining a distance of at least one meter from other people. No cohabitants in the car, only the driver in front. The car can be used with people who do not live together, as long as the same precautionary measures are observed for non-regular transport: that is, with the presence of only the driver in the front of the car and a maximum of two passengers per row additional rear seats, with the obligation that all passengers wear a mask. The answer is the same for all three zones (red, yellow or green).

The obligation to wear the mask can be waived only in the case where the car is equipped with a physical separator (Plexiglas) between the front and rear row of the car, allowing in this case the presence only of the driver in the first row and only one passenger for the rear row.

Ok to the second house in the yellow zone, for the others only for emergencies. It is possible to reach both the first and the second house if they are both in a municipality in the yellow zone. If the second home is located in a municipality in the orange or red zone, it is only allowed if it is due to the need to remedy unexpected and unpredictable situations (such as landslides, broken plumbing systems and the like, theft, etc.) and in any case according to strictly functional times and methods to compensate for such situations.

If you are in the orange zone, access to the second house is always allowed from 5 to 22 in your municipality. From 10 p.m. to 5 a.m., or if you are in another municipality, it is only allowed if due to the need to remedy unexpected and unpredictable situations (such as collapses, broken plumbing systems and the like, theft, etc.) in any case, according to strictly functional schedules and methods to deal with such situations. This last provision is also valid in the red zone, where there are no timetable specifications.

Reentry once from red-orange to yellow areas. If you are in the orange or red areas outside your home, home or residence, you may return, for the first time, after November 6, 2020.
Subsequently, movements will be allowed only for reasons of proven work need, situations of need or health reasons. Within the yellow zone, those who are outside their home, domicile or residence can re-enter (even if they are in the red or orange zone, given the lack of specifications).

Christmas markets prohibited throughout Italy. Local events with
of a predominant commercial nature and also those of a fair nature, as in the case of the so-called Christmas markets, but which are carried out outside of ordinary commercial activity in spaces dedicated to stable or periodic market activity, must be assimilated to fairs and therefore are prohibited. Children of grandparents only due to force majeure. It is possible, but strongly discouraged, to travel to accompany your children with their grandparents or to pick them up at the beginning or end of the working day. This is because the elderly are among the categories most exposed to the contagion of Covid and, therefore, they should avoid contact with other people as much as possible. Therefore, this movement is only allowed in case of extreme necessity, if both parents cannot stay with their children for reasons of force majeure. In this case, parents can accompany the children to their grandparents, by the route strictly necessary to reach them and go to the workplace, or to pick up the children upon their return. Whenever possible, it is absolutely preferable for children to stay home with one of two parents who take advantage of streamlined work arrangements or leave. The answer is the same for all three zones (red, yellow or green).

Internal meetings are allowed in condominiums. In-person condo assemblies are allowed, but it is strongly recommended to hold the assembly meeting remotely. When this is not possible, the provisions on social distancing and the use of personal protective equipment for the performance in person must be respected.
