What the decree says about travel at Christmas

Prime Minister Giuseppe Conte announced this afternoon the additional restrictive measures that will be in force during the Christmas holidays, contained in a new decree law. In short, the whole of Italy will be the red zone – in which it will still be allowed to visit friends or relatives with severe limitations, explained below – from Thursday 24 to Sunday 27 December, from Thursday 31 December to Sunday 3 January, Tuesday January 5 and Wednesday 6. Instead, it will be the entire orange zone – with greater freedom of movement and the stores open – from Monday, December 28 to Wednesday, December 30 and Monday, January 4. In other words: we will be in the red zone on holidays and days before holidays, in the orange zone the other days of the week. “The colored zones worked,” Conte said, adding that “there is great concern among our experts that the contagion curve may increase during the Christmas period.”

The new rules are added to those established by the decree law of December 3, which establishes that from December 21 to January 6 it is not possible to move between different regions (including the autonomous provinces of Trento and Bolzano) except for travel motivated by proven work needs, situations of need or health reasons, and returns to their residence, domicile or home. The same decree also established that from December 21 to January 6 it will be forbidden to go to second residences that are in an autonomous community or province other than one’s own.

What can be done on the days of the red area?
In the days of the red zone, which include Christmas, San Esteban and New Year’s Eve, traveling will not be completely prohibited: you can go to someone else’s house, but respecting some rules. First of all, you can only visit one house. You can go there only once, between 5 and 22.

The most complex rule that must be respected is the one regarding the number of people with whom you can move from one house to another and the number of people that can be received in a house where they do not live. If there will be guests on red zone days, there can be a maximum of two people over 14 years old. There is no limit to the number of children under the age of 14: “They are excluded from the calculation,” Conte said. An exception to this rule refers to disabled or non-self-sufficient people who live with adult guests: they can be received together with the people they live with, regardless of their age.

It will be possible to move between different municipalities only due to the usual exceptions, that is, for proven work needs, situations of need or health reasons. All movements will be forbidden from 10:00 p.m., when the churches will close. Both bars and restaurants will be closed (with the possibility of home deliveries and take away food sales until 10 pm) and shops, but supermarkets, pharmacies and parapharmacies, kiosks and tobacconists may remain open. Physical and sports activity, if it is solitary, is allowed near the house.

What can you do in the days of the orange zone?
Travel between different municipalities will also be prohibited on days in the orange zone, with one exception: those who live in a municipality with fewer than 5,000 inhabitants may travel within a maximum radius of 30 kilometers, avoiding provincial capitals. Self-certification will not be required to move around your municipality.

Bars and restaurants will be closed, but shops will be able to open instead, which can remain open until 9:00 p.m.
