The ordinance of the Ministry of Health that brings the regions of Emilia-Romagna, Friuli-Venezia Giulia and Marche to the orange zone and Campania and Tuscany in the red zone comes into force today, November 15. The order signed by Speranza, which can be found on the ministry’s website, will be valid for 15 days and will therefore lose its effect on November 29: it states that Campania and Tuscany will be added to the list of red areas that Calabria already sees today Lombardy, Piedmont, the Province of Bolzano and Valle d’Aosta. Emilia-Romagna, Friuli and Marche will turn orange, reaching Abruzzo, Basilicata, Liguria, Puglia, Sicily and Umbria. On the other hand, Lazio, Molise, Sardinia, Trento and Veneto are still ‘yellow’.
The ordinance of the Ministry of Health and the new red and orange zones
What changes when you enter the red zone, as happened today in Campania and Tuscany? The movements are prohibited, bars and restaurants and shops in general are closed, except supermarkets, pharmacies, tobacconists, hairdressers, while schools are present only up to sixth grade, in addition to the closures valid for the entire country, those of cinemas, theaters , gyms. The orange area, the area of medium-high risk, on the other hand provides for the prohibition of travel between one region and one municipality and another, with 9 regions.
With the passage from the yellow zone to the orange one, the travel rules change: for example, it is forbidden to move to another Municipality if it does not have a valid reason (work, health or need) and it is forbidden “any movement in and out of the territories except for motivated trips “. Therefore, to leave your municipality or region, you will need to obtain self-certification, as long as you have a good reason. On the other hand, the movements strictly necessary to ensure the realization of face-to-face teaching are allowed, as well as “the return home, home or residence is allowed.” There is no problem even to move within your municipality from 5 to 22: it will be possible to do it without having to fill out the self-certification.
In the orange regions, service is prohibited in bars, pubs, restaurants, ice cream parlors, patisseries, with the exception of dining rooms and catering. However, the home delivery service is allowed until 10 p.m., catering with take-out food, with prohibition of consumption in the place or in the surroundings. In the orange zones, a family member or friend who is not self-sufficient is allowed to attend without a time limit. Just as it is allowed to go out to “reunite minors with the other parent or in any case in the foster home, or take them with you, it is also allowed between municipalities in different areas. Said movements – read the Faq – must in any case take place choosing the shortest route and complying with all health requirements ”. Even if it is “strongly discouraged” you are also allowed to travel to accompany your children to their grandparents.
Orange and red zone: the regions that can change starting next week
What’s changing since November 15 in Campania, Tuscany, Friuli, Emilia and Marche
Today Corriere Fiorentino summarizes in a series of questions and answers what changes in the red zones. Let’s look at some of the questions raised:
- I am a resident of a “red” region: can I leave or enter the region? We can only move for “proven needs”, therefore for work, health and emergency reasons.
- If I am a resident of a Region in the red band, can I leave my Municipality? No, any movement with public or private means of transport within the territory is prohibited, except for “proven needs”, that is, for “work, study, health”.
- Can I go visit friends or relatives who do not live together? No. Without a reason of need in the red areas it is mandatory to stay home.
- Can I go to the shops? Only in the open, that is, food retailers, pharmacies, parapharmacies, tobacconists, kiosks; and again laundries, hardware stores, opticians, florists, bookstores, stationery stores, computers, children’s clothing, toy stores, perfumeries, funeral homes, gas stations, car repair shops.
- Can I go jogging or cycling? Yes, because it is part of the sport. The bicycle can also be used to go from home to work and to go shopping.
- Can I take a walk? Yes, but it is a “motor activity” and therefore it is only allowed on your own and “near your home”.
- Do I have to wear a mask if I go for a walk? It is possible to carry out motor activities “provided that in any case the distance of at least one meter from any other person is respected and with the obligation to use respiratory protection devices”.
These are the government’s frequently asked questions for the Orange Zone posted on the Palazzo Chigi website:
- Are there restaurants, pizzerias, patisseries, and other catering businesses open in my area? Is the consumption of food and beverages allowed in them? In this area, restaurants and other catering businesses, including bars, patisseries and ice cream parlors, are open exclusively for the sale of take-out food, allowed from 5 to 22, and for home delivery, allowed without a time limit, but that in any case, it must be carried out in accordance with the regulations on packaging and delivery of products.
- Is it allowed to enter or stay inside bars, restaurants and other places for catering (pubs, ice cream parlors, patisseries …), if the consumption of food inside is suspended? In the areas or during the hours in which the consumption of food and beverages is suspended within the premises (see the previous faq), customers are allowed to enter and stay in them only for the time strictly necessary to buy products to carry and always complying with contagion prevention measures. However, meetings and consumption are not allowed in the vicinity of the premises.
- Does the suspension of catering activities arranged in the so-called orange and red zones also apply to hotel restaurants with reference to customers staying there? Is it possible for hotel guests to eat at affiliated outside restaurants? The hotel restaurants are open to guests staying there, even in the orange and red areas. Therefore, catering is allowed (without a time limit) only within the hotel or accommodation where you are staying. In the event that there is no such service within their hotel or accommodation, the client can take advantage of a takeaway or home delivery service (possibly organized by the hotel), within the allowed time frames, with consumption at the hotel.
- Is it allowed to hold condominium meetings in presence? Yes. It is strongly recommended that the assembly meeting be held remotely. When this is not possible, the provisions on social distancing and the use of personal protective equipment for the performance in person must be respected.
- Does the notion of fairs, prohibited by the Dpcm, also include local events with a predominant commercial character? Yes, these events, even of a fair commercial nature, as in the case of the so-called Christmas markets, but which take place outside of ordinary commercial activity in spaces dedicated to stable or periodic market activity, must be assimilated to fairs and therefore they are prohibited. .
- Is it possible to practice hunting or amateur or sport fishing? Yes, but only within your municipality.
- What are the valid rules in my travel area? Are there prohibitions? Can you go out to work? And find relatives or relatives? In the orange zone it is allowed to move only within its own Municipality, from 5 to 22, without having to motivate the move. From 10pm to 5am, all movements are prohibited, except those motivated by proven work needs, situations of need or health reasons. Likewise, it is prohibited to travel to other Municipalities and other Regions 24 hours a day, except for those motivated by proven work needs, situations of need, study or health reasons or to carry out activities or use services not available in the Municipality itself (for For example, go to the post office or do the shopping, if there are no such offices or points of sale in your Municipality). Returning to your home, home or residence is always allowed. Regarding private homes, it is strongly recommended not to receive people other than people who live together, except for work needs or situations of need and urgency. It is recommended to work remotely, whenever possible, or take a vacation or go out.
