What Conte said about vacation restrictions

On Thursday evening, Prime Minister Giuseppe Conte explained the restrictive measures that will come into force from tomorrow in early January, including those in force during the Christmas holidays, already regulated by the decree approved by the Council of Ministers. Conte said that the current system that divides the regions into red, orange and yellow, introduced with the DPCM on November 3 and which provided for differentiated restrictions according to the epidemiological situation, will be extended for the next few weeks.

“It is a system that is proving to be effective,” Conte said, reiterating that the colors of individual regions may later change by decision of the Ministry of Health, as has happened in recent weeks. “Continuing in this way, it is reasonable to predict that within a few weeks, and therefore close to the Christmas holidays, all regions will be yellow.”

Conte, however, said that more restrictions have been decided for the holiday period, from December 21 to January 6. In fact, the exit from the pandemic is still long, we must avoid the risk of a third wave that could arrive as early as January and could be as violent as the first and second ”. In detail, the special measures for the holidays are as follows.

Movements
Conte summarized the rules established by the decree approved on the night between Wednesday and Thursday. From December 21 to January 6, all travel from one region to another (including the autonomous provinces of Trento and Bolzano) is prohibited, even to reach second homes. On December 25 and 26 and January 1, travel between municipalities is also prohibited. The curfew will remain in effect throughout the country from 10 p.m. to 5 a.m. Only for New Year’s Eve it will run from 10:00 p.m. to 7:00 a.m.

You can only move for work needs, health reasons and cases of need. As an example of a case of need, Conte spoke of “providing assistance to people who are not self-sufficient.” In addition, you can travel to get to your residence, your home or the house where you live with a certain periodicity: couples who live far away for work reasons can find themselves like this.

Before December 21st, the travel regulations provided for by the Prime Minister’s Decree of November 3 will continue to apply, those linked to the three colors assigned to the different Italian regions (yellow, orange and red) that will continue to be used.

Return from abroad
Those traveling abroad “for tourism” between December 21 and January 6 will have to undergo a period of quarantine upon returning to Italy. Conte specified that it is a “deterrent measure”, which applies to both Italians and foreign tourists who will arrive in Italy at that time.

Ski resorts and cruises
The first will remain closed until January 6. The latter cannot take place between December 21 and January 6.

School
Starting January 7, high school students will be able to return to school in attendance. In each school, initially, 75 percent of the students will be able to return.

Bars, restaurants and hotels
In the yellow zone, bars and restaurants can always be open for lunch, including on Christmas Day and December 26, and until 6:00 p.m. Table consumption is allowed for a maximum of four people per table, with the exception of cohabitants. . In the orange and red zones, however, only home delivery and take-out will be allowed. The hotels will remain open throughout Italy, but no dinners or parties will be held on January 31: from 6:00 p.m. only room service will be allowed.

Regarding lunches and dinners at home, with obvious reference to parties, Conte said: “In a liberal democratic system we cannot enter people’s homes and impose strict restrictions and therefore we can limit ourselves to introducing a strong recommendation.” The recommendation is not to receive anyone at home.

Stores
From tomorrow until January 6, the stores may remain open until 9:00 p.m., so as not to limit purchases. Until January 15, however, there will be a limitation in shopping centers: on holidays and the eve of holidays, only groceries, pharmacies, parapharmacies, health stores, tobacconists, kiosks and nurseries may be open.

To help businesses, for which the pre-Christmas period is very important, and to help families, the government has planned that as of December 8, those who pay with credit cards and payment applications will have a refund of 10 per cent on all purchases (including purchases of food and services) up to € 150 made before December 31. This measure will not be valid in online purchases.
