Italy towards a new tightening, with the adoption of stricter measures and regulations to contain the spread of the coronavirus. Today the country is in the orange zone but tomorrow and the day after Tuesday 5 and Wednesday 6 January it will Red zone. “At this time we are working on the ordinance that will establish the schedule for the next few days,” says Deputy Minister of Health Pierpaolo Sileri, guest of Tomorrow 5, stating that “the evaluation of the color to be assigned to the regions will therefore follow more restrictive parameters to limit the spread of the number of infections.”

It is necessary to reduce the cases of coronavirus “also by virtue of the discovery of variants such as the English one, which are very contagious,” added Sileri for whom “next week represents an important moment, because we could begin to observe an increase in Infections due to” coronavirus “linked to the holiday period that, despite the measures taken, have determined a greater risk of exposure.” Meanwhile, Sileri continues, “the vaccination campaign must continue, with the current limit that represents the availability of a single vaccine, pending the approval of the other two by the regulatory body. Only in this way will we be able to guarantee our country greater availability of doses to be able to vaccinate more people and to have progressive freedom again ”.

From the orange zone to the red zone: what changes throughout Italy as of January 5, 2021

On Tuesday, January 5 and Wednesday, January 6, Italy returns to the red zone and the prohibitions envisaged by the so-called “Christmas decree” re-enter into force. As for travel, these are prohibited except for proven work, necessity or health requirements. However, two people (excluding those under 14 years of age) are allowed to come only to one house per day within their region, in accordance with the exceptions provided by the Christmas decree. However, self-certification is required. The valid self-declaration is the one published on the website of the Ministry of the Interior (you can download the form here) and that still has the date of October 2020, that of the last update. It should indicate that the offset is determined by:

  • proven job needs;
  • health reasons;
  • other reasons allowed by current regulations or by decrees, ordinances and other measures mentioned above that define the measures to prevent the spread of infection.

This last point is the one that must be crossed out in the self-certification, adding the starting address and the destination address in the following lines but, for privacy reasons, not the name of the person you are going to visit. Attention: the government made it clear in a faq published on the Palazzo Chigi website that the return home “after visiting friends or family must always take place between 5:00 a.m. and 10:00 p.m. (on January 1, 2021 between 7:00 am and 10:00 pm).), Both on the “red” and “orange” days The reasons that justify the displacement between 22:00 and 5:00 are exclusively for work, necessity or health.

In Red zone The ban on departure from 22:00 to 05:00 is confirmed. During the red zone period, restaurants, bars and patisseries are closed, but it is still possible to order at home or take out before 10pm. Some stores may remain open: including grocery stores (hypermarkets, supermarkets, discount stores, convenience stores and other non-specialized stores for various frozen foods). Activities such as pharmacies, computer and consumer electronics stores, computer equipment and telecommunications also remain open. Do not close for tobacconists, bookstores and kiosks. Gas stations are also open, as are barbers and hairdressers. You can go to other specialized stores such as children’s clothing, personal lingerie. Also open stores that sell pet supplies and pet food in specialty stores or hardware stores and those that sell paint and tile.

As for sports, on red zone days it can only be done outdoors, individually and without the possibility of leaving the municipality itself. In any case, on the days of the red zone, the difference applies in these cases between motor activity, which can only be carried out near the house (with a mask), and sports activity that can also be carried out in different areas. to your house (without mask). Therefore, activities in sports centers are also suspended individually (such as tennis or paddle tennis) as well as activities in the gym, swimming pool, spas and wellness centers. The schedules established by the Dpcm also apply to sports and physical activity and therefore you can only leave from 5 to 22.

Travel controls and rules on car passengers

There will be controls and as always in the viewer there are especially those who decide to move by car. Let’s briefly look at the things you need to know to travel. In passenger cars, unless you travel with cohabitants, you must first avoid that the passenger occupies the seat available next to the driver. And in the rear seats there can be a maximum of two passengers, equipped with a mask. The obligation to wear protective equipment also applies to the driver. This was established by the Dpcm of December 3, 2020. The use of the mask is not mandatory only if the car is equipped with a suitable partition between the rows of seats.

How many people can travel in the same car?

On this point, the government clarified in the Faq (frequently asked questions) to the Dpcm of last November 3. The rules have not changed. Is it possible to use the car with people who do not live together? The answer is yes, as long as – we read – certain safety measures are respected “, that is, with the presence only of the driver in the front of the car and a maximum of two passengers for each additional row of rear seats, with the Obligation for all passengers The obligation to wear the mask can be waived only in the case where the car is equipped with a physical separator (Plexiglas) between the front and rear row of the car, allowing in this case the presence only of the driver in the front row and a single passenger for the rear row. ”

The decree, however, establishes an exception for people who live in the same housing unit, “as well as between relatives and people who have stable interpersonal relationships.” But beware because the Dpcm itself establishes a valid exception precisely for people who live together and who therefore do not have to comply with the provisions listed above. That is, you can travel occupying all available seats without wearing a mask.

Exceptions to travel on days in the red zone

Even on days when the red zone is in force, it will be possible to use the derogation to travel and visit friends and family (as happened at Christmas and New Years, for up to two people). On the orange and red days – essentially until January 6 – it will be possible to take the car to go shopping to another municipality – but only in certain cases – or visit friends and family who live in a municipality of the same. region (in this case there should be no more than 2, but those under 14 are not counted). Even those who live in a municipality with up to 5,000 inhabitants can move freely as long as the movement takes place within a 30-kilometer radius, even in another region, with the explicit prohibition of traveling to the provincial capital.

Fines increased by up to a third if …

And the movements between regions? In this case, in addition to the reasons for work, health or need, the reason for returning home or residence is still valid. Only on January 6 will there be a green light to travel to the yellow zone regions. Finally, the fines: not everyone knows that the applicable penalty, from 400 to 1,000 euros, can be “possibly increased up to a third if the offense is caused by the use of a vehicle. One more reason to respect the rules.

The regulations in force from January 7 to 15

What will happen after January 6? Apparently there will not be everything for free and we will not return, at least not immediately, to the status quo before Christmas, nor to the division of regions by color. The government is working to enact a new measure that according to rumors could see the light already tonight. It will probably be a “bridge” ordinance of the Minister of Health Roberto Speranza to dictate the regulations in force from January 7 to 15. Why these two dates? Simple: because the day after the Epiphany the decree law 172/2020 (the so-called Christmas decree) expires, while eight days later the Dpcm of December 3, 2020 will lose its validity. As of January 15, new Dpcm that should – let’s use the conditional – also introduce a “white” area for regions with an epidemiological situation of little concern.

According to the regulations currently in force, on January 7 Italy should wake up completely yellow, while on January 8 the order of the Ministry of Health is expected based on the data collected by the Higher Institute of Health in the usual weekly monitoring. But with the increase in infections, the executive does not want to take any risks. Hence the need to extend containment measures until January 15. A new government summit is expected in a few hours and could perhaps close within a day. The most viable hypothesis seems to be to adopt softer measures than those of the Christmas decree but equally valid for the entire national territory. At least until January 11. Basically, you could have a situation like this:

  • January 7-8: Italy completely in the yellow zone;
  • January 9-10: orange zone throughout the national territory;
  • January 10-11: The color grading system would re-enter into force.

At risk of the orange or red zone, would be Veneto, Liguria, Calabria and perhaps also Lombardy, Puglia and Basilicata. But this is only one of the hypotheses. It is not excluded, for example, that you decide to continue with the rules already in force during the Christmas holidays that include the red zone on holidays and the day before and the orange zone on other days. It is a more remote possibility, but one that cannot be ruled out a priori. As always, it will all depend on the epidemiological data that the CTS technicians bring to the table for comparison.

After January 15, things could change even more with the introduction of a white zone for “regions, bands or zones with the best indicators, and in these areas places of culture, such as museums, theaters, halls, could be reopened.” for concerts and cinemas. In this area, bars and restaurants would operate without a time limit and even swimming pools and gyms would return to full speed. However, always maintaining the basic rules of containment, such as mandatory masks, distancing and non-recollection ”. Bottom line: A bridging measure should take effect on January 7, probably an ordinance, in effect until January 15. The most likely hypothesis is the one we report below.

  • yellow zone: January 7-8;
  • orange zone from January 9 to 10;
  • return of the division by colors from January 11. In this case, some regions may end up in the red zone again.

As of January 15, a new Dpcm or decree should further change the criteria, introducing a “white zone” for the lower risk regions, but also modifying the classification parameters that will be more severe.

Towards a new ordinance: orange or red zone from January 7 to 15, then everything changes
