In the last hours, the government has approved a decree law with which it has redefined the rules in force during the holidays of Christmas, New Years and Epiphany to combat the Covid-19 pandemic in Italy. The decree, which came after days of waiting and tensions within the Executive, raised more than one question. Below we try to answer some of the most frequent ones.

What can I do in the “red zone”? And when does it shoot?

This is one of the two fundamental points of the decree. On December 24, 25, 26, 27 and 31, 2020 and on January 1, 2, 3, 5 and 6, 2021, all of Italy will be in the “red zone”. What can be done?
– you will not be able to go to bars and restaurants (you can take take out until 10pm, and order at home)
– you will only be able to go to some retail stores (those included in this list)
– you can leave the house for a walk (with the mask, near your house) and play sports (only: a run, a bike ride)
– you will not be able to leave the house except for health, work or need reasons (in addition to the sports and motor activities that we have just mentioned), but with one important exception. In fact, it will be possible to leave the house to visit the houses of relatives and friends, even respecting precise rules.
Here they are: the number of people on the move cannot be more than two, unless they bring children under 14 or disabled or non-self-sufficient people who live together; “movement to private homes is only allowed once a day in a period of time between 5 and 22”, so it is mandatory to respect the curfew (which extends at 7 on New Year’s Eve); You can go “to only one house” per day, and it must be “located in the same region”: to give an example, those who went to their grandparents’ house for lunch at Christmas will not be able to go to dinner with their cousins that same night.

What can I do in the “orange zone”? When do you shoot?

On December 28, 29 and 30, 2020 and January 4, 2021, the whole of Italy will become the “orange zone”. What can be done?
– You can go to the shops, which are open until 9:00 p.m.
– you cannot go to bars and restaurants, which will be closed (but you can take take out until 10pm and order at home)
– You can move freely within the Municipality between 5 and 22 (between 7 and 22 on New Year’s Day)
– You can leave your municipality, staying within your region – as well as for work, health or need and urgency reasons, for two other reasons: a) those that allow you to go to a maximum of two people, one once a day to visit a family member or friend b) it is allowed to travel from the municipality itself if the population does not exceed 5,000 inhabitants, traveling a distance “that does not exceed 30 kilometers from the respective municipalities”: but traveling to the provincial capital is prohibited.

Can I leave my municipality?

In general, it is forbidden to leave the municipality itself. However, as mentioned above, there are some important exceptions: in addition to the possibility of doing it for work, health or necessity and urgency, movements from municipalities with a population not exceeding 5,000 inhabitants are allowed on December 28, 29, 30. and January 4. . It is possible to travel a distance “not exceeding 30 kilometers from the respective municipalities”, but traveling to the provincial capital is prohibited. Not only that: you can go, in a maximum of two and with only one trip a day, to visit a relative or friend, even out of the ordinary (but within your own region). On December 24, 25, 26, 27 and 31, 2020, and on January 1, 2, 3, 5 and 6, 2021, only this second exception applies, that of traveling to visit family or friends ( with previously established rules: maximum two, not including minors, disabled or not self-sufficient people; maximum with one trip per day). During this entire period, both on the “red” and “orange” days, you can also go to a second residence, as long as it is within your region.

Can I go with my parents or friends at Christmas?

Yes, it is possible to visit family or friends at Christmas. But according to the rules set out above: you can’t go there if your parents’ home is outside the region; there can be no more than two people who move, unless they bring with them children under 14 years of age or disabled or non-self-sufficient people living together; You can move to only one house per day and respecting curfew hours. The return to the home where you have residence or domicile is always allowed.

Can I go with my boyfriend or girlfriend at Christmas?

Yes: the above rules also apply to boyfriends or girlfriends.

Can I come home on “red” days?

Yes, you are always allowed to return to your own home, the one where you have residence or domicile.

Can I leave the municipality to do the shopping?

Yes: as the government already explained, the purchase is one of the reasons that justify moving outside the municipality where you live if the municipality adjacent to yours has stores that are necessary for your needs, also in terms of convenience for the wallet. The movement must always be self-certified (here the self-certification form).

Do you need self-certification?

During the “orange” days (December 28, 29 and 30, 2020 and January 4, 2021), self-certification (which you can find here) is used to leave your Municipality: and this, as mentioned above, is possible for proven work, health and urgent needs. It will also be used to move from municipalities with a population of no more than 5,000 inhabitants and to move, within the region itself, to a second home or to look for friends and family (with the rules set out above). The form is also used to move around during curfew.
During the “red” days, the form is also used to move during the day within the municipality itself, as well as to enter and leave the city for “proven work needs”, for “health reasons” and for “other admitted reasons. by current regulations “(which includes the need to care for a person who is not self-sufficient when they return to their residence). The form will also be used to go to a second residence in the region or to visit friends and family with the rules established above. Those without a printer can write the self-certification by hand, tracing the model found here. If you do not have the form with you and you are stopped by the police, they will complete one: they can then carry out checks to verify the accuracy of the statement.

The “Christmas decree” and the rules

What is the time of the curfew?

During the entire period covered by the Christmas decree, so until January 6, 2021, it is not possible to travel between 10 p.m. and 5 a.m. On New Year’s Eve it is forbidden to travel between 10 p.m. (December 31) and 7 a.m. (January 1, 2021).

Do I need to self-certify to go to Christmas Mass?

Yes: Christmas mass -as well as Christmas Eve- will take place on days when Italy is in the red zone, and therefore to leave home it will be necessary to self-certify (here is the form; those who do not have a printer can write the Self-certification by hand, drawing the model; if you do not have the form with you and the police arrest you, they will fill out one: then they can carry out checks to verify the veracity of the statement). A note from the CEI, the Italian Episcopal Conference, also recalls the circular of the Ministry of the Interior of November 7, 2020 which specifies that the places of worship to which you can go “must be reasonably identified among the closest.”
