December 30, orange zone: what to do today and what happens on New Year’s Eve
The orange zone foresees that all the stores are open but within the stores the possibility of respecting the interpersonal distance of one meter must be ensured (to be clear: there is no “classic” queue at the checkouts, you have to stay away). Tickets should be deferred so that there are no gatherings within the premises and you should not stay in the stores for longer than necessary to purchase merchandise. However, the exceptions crystallized by Legislative Decree 172/2020 are still in force and therefore you can leave your municipality in two without counting minors under 14 or people with disabilities but you must have self-certification and complete it. The valid self-certification is the one published on the website of the Ministry of the Interior and that still bears the date of October 2020, that of the last update. It should indicate that the offset is determined by:
- proven job needs;
- health reasons;
- other reasons allowed by current regulations or by decrees, ordinances and other measures mentioned above that define the measures to prevent the spread of infection;
This last point is the one that must be crossed out in the self-certification, adding the starting address and the destination address in the following lines but, for privacy reasons, not the name of the person you are going to visit. - museums and cinemas are closed and exhibitions are suspended, as are swimming pools, gyms and sports centers.
The Corriere della Sera recalled in recent days that if you move out of the municipality you must be able to prove, even with a self-declaration, that the reason for leaving is one of those allowed. Those traveling for work can prove it through credentials, letters of appointment or other documents. In the car it is allowed to transport people who do not live together, as long as there is only the driver in the front of the car, no more than two people enter for each row of seats in the back and all wear a mask. It is also possible to offer transportation “to or from home” to a friend or family member who does not live together. And if you are in another region, it is always allowed to return home. Even those who live in a municipality of up to 5,000 inhabitants can move freely as long as the movement takes place within a 30-kilometer radius, even in another region, with the explicit prohibition of traveling to the provincial capital.

Even today, shopping is allowed until 9pm, but for four days starting tomorrow, fashion, jewelry, and other non-essential stores will close and shopping malls will stop. The concern, in fact, is that compared to Christmas, when particularly couples or families have moved, on New Year’s Eve it is friends and acquaintances who travel together to the forbidden parties.
A particular lighthouse will focus on closed premises, which could be reopened illegally, and also on traditional gathering places, such as streets and city squares. Next, controls were prepared to verify compliance with the anti-barrel and pyrotechnic regulations, foreseen in numerous Italian cities, from Bologna to Palermo.
