Between Wednesday and Thursday, the government approved a decree law and a DPCM (Prime Minister’s Decree) with the additional restrictions decided to counter the spread of the coronavirus infection, especially during the Christmas holidays.
The general rules
As of December 4, the travel rules established by the DPCM of November 3 will continue to apply, those linked to the three colors assigned to the different Italian regions (yellow, orange and red) that will continue to be used.
The new Decree of the Prime Minister also establishes that the ski resorts will remain closed until January 6. Cruises, on the other hand, cannot be made between December 21 and January 6. Starting January 7, high school students will be able to return to school in attendance. In each school, initially, 75 percent of the students will be able to return.
In the yellow zones, bars and restaurants will always be open for lunch, including on Christmas Day and December 26, and until 6:00 p.m. Consumption at the table is allowed for a maximum of four people per table, with the exception of cohabitants. In the orange and red zones, on the other hand, only home delivery and take away will continue to be allowed. The hotels will remain open throughout Italy, but no dinners or parties will be allowed on December 31: from 6:00 p.m. only room service will be allowed.
From December 4 to January 6, the shops can remain open until 9:00 p.m. However, until January 15 there will be a limitation in shopping centers: on holidays and the eve of holidays, only groceries, pharmacies, parapharmacies, health, tobacco shops, kiosks and nurseries may be open. .
The government has predicted that as of December 8 those who pay with credit cards, debit cards (that is, “ATMs”) and payment applications will have a 10 percent refund on all purchases (including food and services ). up to 150 euros made before December 31st. This measure will not be valid in online purchases.

The rules during the Christmas holidays
The decree law approved at night between Wednesday and Thursday establishes that from December 21 to January 6, all travel from one region to another (including the autonomous provinces of Trento and Bolzano) is prohibited, even to reach second residences. The curfew will remain in effect throughout the country from 10 p.m. to 5 a.m. Only for New Year’s Eve it will run from 10:00 p.m. to 7:00 a.m. On December 25 and 26 and January 1, travel between municipalities will also be prohibited.
These days, and during the curfew, you can travel only for work needs, health reasons and cases of need, or to get to your residence, your home or a house where you live with a certain frequency: couples who live far away for work reasons, therefore, may meet.
What can be done in the different areas
In the “yellow zones” (currently Liguria, Veneto, the autonomous province of Trento, Lazio, Molise, Sardinia and Sicily) what can be considered the “basic rules” are in force. Therefore, museums, exhibitions, theaters, swimming pools, gyms, cinemas remain closed and the activities of betting rooms, gambling halls, bingo and slot machines are also suspended in bars and tobacconists.
Before the Christmas holidays, teaching will be carried out completely remotely in secondary schools, except for laboratory activities and for students with disabilities, while in primary, secondary and infant schools it will be possible to carry out face-to-face teaching activities, but Mandatory use of masks (except for children under 6 years old). Colleges will be closing, except for some freshman activities and labs.
As already mentioned in the yellow areas, restaurants and bars can remain open from 5 to 18: table consumption is allowed for a maximum of four people per table, unless they are all living together; after 6 pm it is forbidden to consume food and beverages in public places open to the public. Catering with home delivery and catering with takeaway food is allowed until 10 pm, with prohibition of consumption on site.
In the orange areas (currently Piedmont, Lombardy, Friuli Venezia Giulia, Emilia-Romagna, Umbria, Marche, Calabria, Basilicata and Puglia) any movement to and from the region and from the municipality of residence itself is prohibited, except for work needs or situations of need or for health reasons, but travel is allowed for teaching to be carried out in person: these movements therefore concern teachers, students and their caregivers. For those who live in the territories included in the orange areas, there are no limits to travel within the municipality of residence, so they can freely leave the house.
In the “red zones” (Aosta Valley, Autonomous Province of Bolzano, Tuscany, Abruzzo and Campania) there are current limitations that reduce what can be done to a situation similar to that of emergency shutdown launched across the country last spring. In essence, movements, allowed only within the municipality of residence, are limited to strictly necessary activities, otherwise it is mandatory to stay at home.
Specifically, in addition to all the restrictions provided for the yellow and orange zones, retail commercial activities are suspended, except for the sale of food and basic necessities, even in shopping centers, which remain open only to allow access to this activities. The markets remain closed, regardless of the type of activity that is carried out, except those destined only to the sale of food products. Bookstores, newsagents, tobacconists, pharmacies, parapharmacies and some activities related to personal services, such as hairdressers, barbers and laundries, remain open.
All group sports activities are suspended, including those carried out in outdoor sports centers, while only individual and outdoor sports activities are allowed. You can do physical activity near your home, respecting physical distance and with the obligation of a mask.
