TRIESTE Going back to yellow after just one week of orange will probably be impossible. However, it is not ruled out that the orange could turn red in a few days, if the evolution of the infection convinces Rome to increase the restrictions on the territory of Friuli Venezia Giulia. The scenario is based on experience rather than written rules. Because until now the government seemed to think like this: if things get worse, we immediately intervene with new measures; if they improve, they wait two weeks to finally decide on an area with fewer restrictions, according to the mechanism introduced by the Dpcm that contains the novelty of the regions in three different colors depending on the capacity to manage the pandemic.
Given evolution, rediscovering yellow seems like a process fraught with unknowns. Yesterday, the regional working group led by epidemiologist Fabio Barbone worked on the data reporting and will do the same today. After the week 2-8 of November marked the “decrease” of the Fvg, the focus has shifted to the 9-15 of November, a period that will be deepened by the Ministry of Health, the Higher Institute of Health and the Technical Committee Scientist in the next follow-up. At first glance, the painting is one of light and shadow. In Fvg, new positives during the seven days increased from 3,484 to 4,209 (from an average of 497 daily to 601) and both the incidence in the cases analyzed (from 30.5% to 38.1%) and in the swabs total (9.2% to 10.7%). Deaths also rose (from 53 to 77), with some less negative comments coming from hospitals. Intensive care, which two weeks ago had gone from 38 to 45 patients with Covid, from November 9 to 15 fell from 45 to 43 (yesterday, however, they already rose to 47).
Regarding admissions to medium and low intensity rooms, in the last week there have been another 100, but the increase has begun to slow down (+121 from November 2 to 8). The context, however, remains that of a situation under control: compared to the places that can be activated, intensive care units are 25% occupied, other departments 32%. On the other hand, unlike other regions, it is the speed of the contagion that does not decrease. Compared to an increase in the last seven days compared to the previous ones of 20.8% in Fvg, the national figure for last Sunday was 7.8%. A worrying trend given that, although infected people forced to be treated in hospital remain at around 4.4%, the spread of the virus has consequences on the regional health system.
All these data will materialize in a Rt, the infection reproduction index that is one of the determining factors for inclusion in one of the colored areas (in the Region it is known that 1.42 of the follow-up that led to orange is falling) . But how they will be interpreted in Rome remains a mystery for the time being, even to hear the statements of President Massimiliano Fedriga and Vice President Riccardo Riccardi at the press conference on Saturday. This morning, at a conference of the Regions in an extraordinary session convened at the request of Governor Fvg, we will try to clarify precisely this point: “Tomorrow (today for those who read, ed) finally we will be able to discuss the criteria applied by the CTS with respect to the data provided at the regional level ”.
The objective of Fedriga, which yesterday fulfilled the categories of a point on a new penalizing situation, is “to find a responsible way to act together with the government and overcome the criticalities that are created with automatic steps without any political evaluation.” Basically, the analysis of the numbers by the experts is welcome, but those numbers are analyzed together with the regional working groups and then it is political to translate them into a color, shared and not imposed on the territory. “Elections cannot be delegated to an algorithm,” Fedriga insists, “politics must be able to summarize and assume responsibilities. If it is necessary for the country to implement tougher measures, we will discuss them. Governors have never backed down. ‘ An orange bug for the Fvg? “Anyone can be wrong, but if they make institutional collaboration fail, which is essential at this time, I think the problem is serious.” The return in yellow? Difficult to make predictions. The attraction is maintaining responsible behavior.
