The Economic-Financial Police Unit of the Guardia di Finanza de Varese executed the order of preventive detention (a house arrest and the obligation to sign) against 2 professionals declared responsible for the crimes of aggravated fraud against a public body, fraud in the public supply and ideological falsehood.
At the same time they were more than 850 thousand euros seized from 5 companies considered involved in crimes.
The measures, issued by the Court of Varese, arrive at the end of the investigations carried out and coordinated by the Public Ministry of Varese that shed light on the conduct perpetrated against the Province by 2 external professionals respectively responsible for supervising the correct execution of the works and the tests of the contract – worth more than 29 million euros – related to climate management and technological improvement of the buildings in the Province.
Research would have shown that, at least as of 2016, one of the professionals, as executive director of the contract, would have falsely accredit the regularity of execution of the works, despite not having been fully realized.
Such defaults have been quantified at 2.5 million euros by new companies that take over the contract. This phase included the conduct of the second professional who, at the time of the final inspection, would have quantified the value of the works not carried out at 850 thousand euros.
Investigations revealed the agreements, considered illegal by the researchers, between the two professionals addressed to Lighten the position of delinquent companies. (for which one of them had collaborated, as a freelancer). These forcings would have entailed the preparation of a final report and the issuance of the test certificate in which the values of the breaches would have been further reduced, quantifying them at approximately 250 thousand euros.
As believed by the investigators, the conduct found during the investigations would have caused severe effects on teaching activities in the last school year in numerous institutes of the province that were characterized by the malfunction of the heating systems during the winter period. Finally, more than 850 thousand euros were seized from companies in arrears due to administrative liability of entities derived from the commission of crimes.
