Movements during the holidays will be allowed only between the regions that are in the yellow band. This is the government’s line with a view to preparing the new Dpcm on the containment of Covid-19 infections, which will go into effect December 4. A limitation considered essential to “not repeat what happened last summer”, as reiterated by all the ministers, including those who believe that some relaxation is possible, especially in the run-up to the holidays. The trend of the epidemiological curve gives hope that the measures currently in force will bring all of Italy, or at least most of it, to the lowest risk range in a few weeks.
Local ordinances
An important indication in this regard will arrive today with the new monitoring that allows measuring the trend of the curve in the last two weeks. The complete picture will take place on Friday, when the Minister of Health Roberto Speranza will sign the ordinances that establish in which band each region must be. Piedmont and Lombardy will be able to climb in orange as well as other regions, but it is not excluded that the governors decide to sign restrictive measures precisely to be “freer after December 3“. A line announced by the President of Liguria Giovanni Toti: “We still do not have the parameters to be able to change to yellow, but even then I intend to maintain the bans for another two weeks.” The same choice was made in Lazio by Nicola Zingaretti and in Veneto by Luca Zaia that have imposed prohibitions and restrictions on both commercial activities and mobility in the streets and squares.
Red and orange areas
Currently you cannot go to the “orange” or “red” zone regions except reasons for work, health and urgency. It is the “proven needs” that must be justified with the self-certification form. For those who are in these areas, however, it is always allowed to return to their place of residence or domicile. And it is possible that any exception with a view to Christmas is decided precisely by allow you to return home, even if it’s technically not your home.
Reunification
We are considering whether to insert a rule in the Dpcm that allows the “family reunification-even for those with red or orange stripes- although limited to very few cases of close relatives: parents and children, spouses, cohabitants even if they are not residents or domiciled in that place. This would be an additional reason of urgency compared to those already provided, but to apply only in particular situations it seems excluding that it can be granted to reunite entire families. In addition, in recent days there are several ministers who reiterate the “need to be prudent in meetings.”
Seating at the table
In the new Dpcm the ban on organizing parties in public places and in private places. Regarding houses, however, it is not possible to insert prohibitions in government measures, the government can limit itself to simple recommendations. And that’s what Conte has already announced that he wants to do by suggesting that they organize. lunches and dinners only with close relatives, and with a maximum number of people: now there are six, it is not excluded that for the holidays it can be increased at least eight provided there is enough space to ensure spacing.
