In fact, yesterday after the communications of the Minister of Health Roberto Speranza, the quorum was lacking in the Chamber due to absences in most of the deputies in quarantine. But the government has decided: the obligation for outdoor masks will take effect immediately. That is “the obligation to always have personal protective equipment with you, outside your home, with the possibility of making its use mandatory even outdoors when you are near other people who do not live together.” The sanctions regarding advertisements also change: the fines for violators will be from 400 euros to 1000 euros.

Among the novelties is also the need for those arriving in Italy from Great Britain, the Netherlands and Belgium to undergo the mandatory buffer (an obligation currently envisaged for those arriving from Croatia, Greece, Malta, Spain, as well as from Paris and seven others regions of France) and the extension of the operation of the Immuni platform until December 31, 2021 with the possibility of allowing “interoperability with platforms that operate, for the same purposes, in the territory of the European Union.”

For the next dpcm that will detail the anti-contagion measures, it could take longer and there are those in the majority, despite the government’s refusals, continue to press for immediate measures such as limiting the hours of restaurants and clubs, as Vincenzo De Luca did. in Campania. The news agency Ansa writes that from Palazzo Chigi they assure that the problem is technical: if it is not possible to publish the decree “frame” before midnight on October 7, the expiration date of the previous dpcm, a dpcm “bridge” (or a rule of the decree law) that expands the previous measures and introduces the obligation of outdoor masks, and then launches a new and more complete dpcm the following week.

Now outdoor masks but wearing them is not an obligation

But in the background with scientists, regions and the government itself, discussions continue on possible new measures to be introduced given the growth of the contagion curve: in a week, if there is a rebound, they could be necessary – observes more than one source in the majority, despite the government’s refusals – the measures against nightlife and the “curfew” at 11 pm so far strongly denied. The obligation to wear masks, explains today Republic, it will only be activated in some cases:

• When, for example, they are “very close to other people who do not live together.”
• Therefore, you can avoid covering your nose and mouth when you are alone or with people who live together, for example, but still away from other people.
• You can avoid wearing the mask when doing sports or physical activity.
• The obligation does not apply to children under six years of age and not even to people with disabilities or diseases incompatible with the protection device. As well as of course for those who eat and drink in a public place.

Instead, it will be used in any case and without exception, not even outdoors, for some professions that require it in accordance with strict anti-Covid protocols. the Corriere della Sera He adds that the rule for indoor use is confirmed: it must be maintained when entering stores and in all other places open to the public, in the restaurant when leaving the table. It must be done by public transport, train and plane. On the other hand, you should not keep it if you go by car or motorcycle with relatives. Finally, among the other measures, we highlight:

• Failure to comply with containment measures is punishable by administrative sanction of the payment of a sum that ranges between € 400 and € 1,000 ”. Even those who do not enforce the prohibitions within their premises risk a fine of 400 to 1,000 euros, but not only. Current regulations also provide for an additional administrative sanction for closing the business or activity for a period of 5 to 30 days.
• A swab is required for those coming from the UK, Belgium, the Netherlands and the Czech Republic. Entering Italy is prohibited for those who live in Armenia, Bahrain, Bangladesh, Bosnia Herzegovina, Brazil, Chile, Kuwait, North Macedonia, Moldova, Oman, Panama, Peru, the Dominican Republic, Kosovo, Montenegro, Serbia and Colombia.
• Controls will be entrusted to the police and the army.
• The ban on participating in events with more than 200 people indoors and a thousand outdoors is maintained. Dancing is still forbidden.
