From yellow, through reinforced orange to the red zone. A scale of colors – and bands – changed in a few hours and is the daughter of the trend of coronavirus infections in recent weeks. Rome and Lazio are really one step away from the red zone, which would be another hard blow for entrepreneurs -especially bars and restaurants-, but also the closure of all schools, of all levels, with the activation of education from distance.
To tell the scenario in “net deterioration”, it was first the Covid-19 Crisis Unit of the Region and then the regional health advisor Alessio D’Amato who, commenting on the data bulletin of March 11, was clear: “In Lazio the Rt value is 1.3, the Red zone the value of 1.25 may be exceeded, even if the incidence is below the threshold and the bed occupancy rates are also within the alert threshold ”.
The data: the situation of Covid in Rome and Lazio
In short, that subordinate phrase that speaks of the incidence and situation in hospitals leaves -according to the Lazio Region- still an open door at least towards orange. Yesterday, for the third day in a row, there was an increase in Covid cases in Rome in Lazio.
In the capital the new positives were 841, against 751 Wednesdays and I 688 Tuesdays. In Lazio 1800, double those of last week. In addition to the transmission rate of the Rt virus, which marked seven days ago 0.98, and now it’s a 1.3However, there are other parameters to consider.
Regarding the incidence rate, in the period between March 1 and March 7, which will be examined in the weekly monitoring of the Istituto Superiore di Sanità, the incidence rate must be between 170 and 185 cases per 100,000 inhabitants (It is a projection, today the official figure).
While in terms of patients admitted to intensive care, the discourse to be made is another: they increased by more than 50 units in the last ten days (they were 213 and on Wednesday they were 267), but yesterday they fell again. The employment rate has risen to 28%, with the critical threshold set by the government at 30 percent.
So it is not yet an emergency, but infections are on the rise. According to the data of Agenas, in fact, Lazio on March 11 (therefore outside the time frame of the ISS monitoring analyzed in these hours) would be beyond that threshold: in 32%.
“Cases on the rise, situation worsened”
The Crisis Unit of the Lazio Region also reports that the situation is, in any case, in “a sharp deterioration”: “The contagion data is increasing and reaches levels from two months ago, with a growth trend compared to the previous two weeks. The scenario is expected to worsen significantly, the alert level must be kept very high. It is not possible to afford any distraction, the virus with its variants is recovering vigor, the priority now is to interrupt the chain of transmission ”.
Today the decision
Today Mario Draghi will illustrate the new Dpcm. The most relevant news of the draft decree that circulates at this time are two: the criterion of 250 weekly infections per one hundred thousand inhabitants that will automatically bring regions that exceed the parameter to the red zone (and that is already out of control throughout Italy: Lombardy, Marche and the province of Trento would already be more than 300); the prohibition of visiting family and friends even within the limit of two people at a time with children under 14 years of age, or the repeal that characterized the Christmas decree of the Conte government.
The modification was suggested in recent days by the Scientific Technical Committee and was subsequently implemented by the government under pressure from the “rigorous” wing of the executive. The super red zone throughout Italy at Easter and Easter Monday is still under discussion: the government is not yet sure when the contraction will have to start, or if it will be from Good Friday or Saturday, while the alternation between areas should still finish on Monday, April 5. .
The rules in the dark orange zone.
In the next few days there will be another aspect to take into account: the rules. Lazio ranges from red to enhanced orange. Unlike the standard orange zone, regulated by the Dpcm, the “dark” orange zones do not appear in the decrees and therefore the Region will decide.
At the front of the school, for example, we went from distance education only for high school and middle school to almost total suspension of educational services in attendance. As for bars and restaurants, the rules in the reinforced orange zone are practically identical to those of the classic orange zone: it is forbidden to consume food and drinks in restaurants and bars or in their vicinity, only allowedput off and the address.
Contrary to what happens in the orange zone, in the dark orange zones the displacements are forbidden even within its own municipality. Transfers for work, necessity, health and return home or residence are still possible. Another difference with respect to the classic orange zone is also the prohibition of visiting family and friends in private homes: in some regions, such as Lombardy, for example, it has been forbidden to go to homes other than the main one. In this case, it would be prohibited to move to second homes. It is also expected smart work, where possible.
The rules in the red zone
Lazio, however, as mentioned, can really finish in the red zone. With the stiffer band, no restaurant or bar: it is allowed just take away until 10 at night and home delivery without restrictions. All business activities closed, excluding grocery stores and essentials. Access will be limited to one member per family. The markets are also open only for the sale of food, agricultural and nursery products. The kiosks, tobacconists, pharmacies and parapharmacies remain open.
I’m in the red zone all educational activities in suspended schools and universities, which take place exclusively in dad. There is the possibility of carrying out some face-to-face activities if it is necessary to use laboratories or for students with disabilities and special educational needs. In any case, individual universities can identify didactic or curricular activities that can be carried out in person.
Walks close to home with a mask and sports activities are allowed alone and close to home, with self-certification necessary for the only movements allowed: work, health or necessity or to return to one’s residence or home. Subsequently, basic sports activities and motor skills in general will be suspended in public and private sports centers and clubs, both exterior and interior.
I’m all movements are prohibited, even within the municipality itself except for reasons of work, necessity or urgency and to return to one’s residence, domicile or domicile. Those who have to go out out of necessity, for mass, or for physical activity should always bring self certification. It will also be allowed to reach second residences, as long as they are within their own Region, but always with self-certification.
