The strange case of Alto Adige: for the government it is “yellow” but for Kompatscher it is “red”

Many wondered last night why South Tyrol, which had been declared a “red zone” by Governor Kompatscher, both for the government and for the “yellow zone” of the DPCM like Trentino.

“What creates so much confusion in South Tyrol is that we continue to analyze the DPCM and the state measures. That must be avoided, we have our autonomy, we move with our ordinances and I can guarantee that we use the same scientific basis that the State is using and also the same logic ”, said the president of the Autonomous Province of Bolzano, Arno Kompatscher in an interview .

“The government’s evaluations have already passed, the contagion is much greater.” “The assessment of the Ministry of Health is based on data from October 25. Unfortunately, in the meantime we have seen a massive increase in cases in South Tyrol. “

Governor Arno Kompatscher thus explains that, according to the latest Dpcm, South Tyrol is a yellow zone, while, according to local regulations, the city of Bolzano and many other common outbreaks are a red zone. “There is no point in chasing the pandemic, but drastic and immediate measures are needed to break the wave, so that we can start over as soon as possible.”

“According to Rome – continues the president of the province – we belong to the yellow zone, like Trentino, but, having fewer inhabitants, we have three times as many patients in intensive care and twice as many hospital admissions and on average twice as many new infections” .

“For this reason – explains Kompatscher – we have applied the measures provided by the Dpcm for the next level. As he reiterates, “the application of stricter measures at the local level is explicitly contemplated by the Dpcm if the epidemiological situation requires it.”
As for schools and kindergartens – concludes Kompatscher – “we are taking advantage of the current autumn holidays to evaluate the possibility of giving face-to-face classes also in the red zones. Today a decision will be made in an extraordinary session of the provincial council to have clear rules starting next Monday ”.

In fact, the president of the autonomous province has signed ordinance number 64, which concerns all Municipalities where the trend of infections by Covid-19 makes it necessary to adopt stricter measures than those in force in the rest of the provincial territory, which came into force as of today (November 4).

In total, the municipalities affected by the provision are 23: those that are already subject to individual ordinances (revoked and replaced by number 64), namely Laives, Sarentino, Campo di Trens, Racines, Malles, Sluderno, Gargazzone, Rasun-Anterselva, Glorenza, Tubre and Val di Vizze, now Bolzano, Egna, Bronzolo, Vipiteno, Nalles, Vadena, Nova Levante, Ponte Gardena, Meltina, Braies, Velturno and Villabassa are added. The ordinance will take effect from Thursday, November 5 and will be valid until November 14.

Explanation: Why is South Tyrol for the government the yellow zone and for the province it is red? Because in the implementation of the government of the DPCM, the Regions (or autonomous Provinces) cannot mitigate the measures, but they can approve the strictest ones: it is their faculty. And Kompatscher did. While Fugatti still insists on asking for an exemption to keep the high school open.

Basically Kompatscher is the sole governor of Italy have tightened the measures of the national decree. And he is the only one who, instead of minimizing the situation, corrects the government explaining that the situation on the ground is worse of what the political acrobatics of Rome propose. E. as he says, “autonomy is this”.
