Anna Monia Alfieri – During these 200 days of confinement we have raised the same alarm in an orderly and continuous way: The Italian School System of INIQUO (of the precovid) is preparing to transform the right to education for all from a RIGHT to a PRIVILEGE.
Why:
Obviously the Causes – lack of teachers, structures, transportation – required that Premier Conte collect the widest availability of the parties involved (individual citizens, associations, organizations and the local church) that with the Oppositions and Allies to the Government have proposed to responsible manner. solutions in the spirit of art. 34 of the Italian Constitution as the President of the Republic invited us to do and reminded us on the occasion of the inauguration of the new as da Vò (Padua) –
The solutions require those “extraordinary examples of collaboration, of common work” that have not been lacking in these hours, as President Mattarella recalled.
This is a fact, documented by hundreds of documents but above all it represents a heritage that in the coming months may still be collected by the Government committed to the Recovery Fund. The President of the Republic Sergio Mattarella, in his speech at the opening ceremony of the school year, reminded us of the pillars of a school system that cannot leave anyone behind: Autonomy that is guaranteed to the (state) school, Equality that it must liberate (joint) school, freedom of educational choice, educational alliances between parents and teachers, teacher improvement.
A passage from President Mattarella’s speech traces the way: “In years past, it seemed that cracks were opening in the educational alliance between families and schools. Now, the reaction to the epidemic and the reopening of schools has found many committed and supportive parents in the front row. That is all that makes the school a community.
The renewed warning of the President of the Republic to favor the broadest collaborations in these hours is evident, because the school is not a business for some, it is a “Business of all”, a “Business of public and private subjects” who feel challenged. in your responsibility.
In this sense, the President of the Republic recalls that “Article 34 of the Constitution begins with the words” The school is open to all “, that is to say that the school, inclusive and democratic, must welcome children and young people without discrimination , but also that every citizen must feel involved and committed to the school “.
A transversal commitment that refers directly to the need for autonomy of the Italian school. In fact, while complaints are being made during these hours, there are no teachers, disabled students invited to stay at home because there is no support, photos of students coloring in their chairs strictly on their knees: a price paid by the poorest and most fragile students. . their families and teachers. But what should most afflict us is how it perpetuates injustice, first it turns off the ability to report and then mystifies reality: commenting on the photo of the children at school on the floor because there are no desks, a parent legitimately replied to the journalist “Lo It is important to start over ”as if to say that we should be satisfied. Oh no dear lady, not only is she not obliged to let everything go well, to tolerate her son having the desk when possible and it does not matter if there is no support teacher … “what can be done?
First of all, madam, you have the right to be outraged, to claim the best for your son, because your son in a public school costs € 8,500.00 in citizen taxes.
Try to refute these numbers, which all researchers converge on. How do the Minister and the Government spend these 8,500 a year for the 7,599,259 students who attend the 40,749 public schools?
Madam, you have the right to ask for an account but you also have a duty that your child does, otherwise you will sentence your child to a school system that yesterday was considered unfair a privilege today.
Madam, you have the right and the duty to ask yourself how it is possible to spend 8,500 and ask your parents to bring the ream of paper, the toilet paper, see your children on the floor and not find the support teacher; ask teachers to be poorly paid indefinitely?
First question. Where do these 8,500 per student go?
Second question to the 866,805 students who attend the 12,564 equal schools, the State pays 752.00 euros between contributions and withholdings. Who pays the difference? Families that pay twice? Schools that go into debt?
And mother of all questions, the third:
Over the years, we have shown that the standard cost of sustainability per student is around an average of 5,500 per year.
After the covid, private schools did not see the bill of a penny, they had to manage to manage the emergency, so much that they pay 6 billion euros a year, the protection of freedom … they can also pay for this emergency! – no table or chair is intended for them, they have to comply with the rules of spacing and furniture; no training course – you have to settle for drafting security protocols by paying consultants.
Therefore, the third crucial question that a parent in these hours must present to the Government that manages public money, that is, the citizens, is:
• How was it possible with 8,500 euros per year not to restart public school satisfactorily?
A minimum of culture is enough to understand that after the post covid the school starts again, which costs 5,000 euros but not the 8,500, so it is not a problem of money but of management.
Then with arrogance the solution is imposed precisely from the problem.
A director of a public school who does not have the resources to manage the school with the necessary autonomy, has his hands tied, he can do something but good will and genius collide with the chains and he cannot restart the school. .
So the state school needs autonomy with resources. The peer school needs freedom.
Especially in times of scarce resources, it is necessary to use public money well (the result of debt), introducing standard sustainability costs per student; With an expenditure of 5,500 euros, the right to education for all begins again, the school is of quality for all, and parents no longer have to make everything go well as if it were a gift from the state. A courtesy of the Minister who has worked in a voluntary effort sacrificing vacations.
We do not ask for heroic deeds, but simply our duty. The government, the parliament must do the only thing that belongs to them: make agreements between the public and the private and understand reality. In Manzoni we read that to make it clear that the plague was there, the Moor got on the car: today the school got on the car spontaneously and shouts the solution that is already on the government table.
As proof that the peer school has started again not because it is better or richer or the public school is less good and poorer, but because the money is not enough if it is spent without reason, it was the AUTONOMY, which the school has of pairs and missing. to the state, having made a difference. We provide a table showing how the peer school left alone by the government had to get by and thanks to the heroic generosity of managers and teachers, as well as not lacking in the state.
The solutions are an integrated school system and new lines of investment, as is the case throughout Europe. Does it mean anything that we are the only negative exception in Europe? Does it mean something that the covid has confirmed that what is lacking are Autonomy, Equality and Freedom of educational choice?
So, after these first days of healthy controversy, we do not archive everything in the television archives, but we act quickly so that no one can say “patience, that’s it but we have to get by” … almost as if the right to education was a privilege. You cannot keep silent because the real dangers of the educational monopoly are becoming more and more evident. And we cannot get used to injustice and discrimination if we want a more just and equitable society for our children.
