Red areas, orange areas, yellow areas: what are the regulations in force as of tomorrow, Friday, November 6, after the Dpcm of November 3, which established the risk areas in the coronavirus epidemic? Here is a summary of the new provisions that will change the lives of Italians until December 3, the date on which the ministerial decree will expire.
New Dpcm: the regulations in force as of tomorrow, Friday, November 6 and self-certification
Let’s first go back to the list of red, orange and yellow zones. According to Giuseppe Conte’s announcement:
- the regions of the red zone are Calabria, Lombardy, Piedmont and Valle d’Aosta;
- the areas in the yellow area are Abruzzo, Basilicata, Campania, Emilia Romagna, Liguria, Friuli Venezia Giulia, in addition to the autonomous provinces of Trento and Bolzano (the latter, however, was declared the red area as of tomorrow with an ordinance ), Sardinia, Tuscany, Umbria and Veneto.
- the areas in the orange area are Puglia and Sicily.
In all these areas -. and, therefore, throughout Italy – there is a curfew from 22:00 to 17:00, except for movements motivated by proven work needs, situations of need or for health reasons; then the annex describes what the rules are for each zone. In the yellow zone, travel outside the Region is also allowed, as long as the neighboring Regions are in the same moderate risk zone. In any case, it is strongly recommended that all natural persons, throughout the day, do not travel by public or private transport, except for work or study needs, for health reasons, for situations of need or to carry out activities or use non-services. suspended “.
Public transport capacity is reduced by half to 50% and museums, exhibitions, gambling corners and bingo (in bars and tobacconists) are closed. In the yellow and orange areas “the shopping centers (are) closed on holidays and before the holidays, but the food stores, pharmacies, parapharmacies and kiosks located inside will remain open” and there is “distance education in 100% for all upper secondary and third grade secondary school students “; apart of this:
- in the orange zone, “all movement into and out of the Regions is prohibited, except movements motivated by proven labor needs or situations of need or for health reasons”;
- in the orange and red areas “bars, restaurants, discos, pubs, ice cream parlors and pastry shops” are “always closed, but they can continue to sell take-out (until 10pm) or deliver it to your home”;
- always in the orange and red areas the stores are “closed, except for the sale of food and basic necessities, both in the neighborhood stores and in the medium and large distribution, also included in the shopping centers;
- even markets are “closed, except for activities for the sale of food only”;
Instead, these are the measures that exclusively concern the so-called red zones:
- It is “prohibited to move within and outside the Regions and also between Municipalities and Provinces of the same Region, except movements motivated by proven labor needs or situations of need or for health reasons”;
- shopping centers are “closed, but grocery stores, pharmacies, parapharmacies and kiosks within them will remain open”;
- there is 100% distance learning for all high school students and for junior and senior high school;

What can and cannot be done in the red, orange and yellow areas
And now let’s see what can and cannot be done in the red, orange and yellow zones according to the new Dpcm. In the orange and red areas, the activity of bars, restaurants, ice cream parlors and pastry shops will be suspended, while home delivery will be possible. In the orange areas it will also be possible to use dining rooms and catering. In the yellow zones, on the other hand, restaurants and bars can stay open until 6 in the afternoon. It is allowed to carry everywhere until 10 at night. In the yellow and orange zones, the shopping centers are closed on public holidays and before the holidays, while in the red zones all the stores. Retail remains with the shutter closed. The rules, as on other occasions, do not apply to grocery stores, pharmacies, newsstands, hairdressers and barbers.
As for travel, in the yellow zones there are no prohibitions but recommendations. In oranges, movements from one region to another or from one municipality to another are prohibited except for proven reasons of necessity that must be self-certified. There will be a 50% cut in public transportation. Finally, with the new Dpcm the self-certification form to travel throughout Italy. There is no new model yet: the form is the one issued by the Interior Ministry in October and must be submitted at the time of possible verification. Across the country, the curfew will begin at 10 at night and, therefore, the need to justify the movements themselves will also be necessary in the municipalities included in the yellow zones, after that time. The module, now available on the Viminale website, is the same that had been prepared on the occasion of the Dpcm of October 24 and already usable for the ordinances in force in the Regions where the curfew was established.
It is a standard model, which all police patrols will have at their disposal, where citizens must indicate the reasons for the move. The verifications will be carried out at random and whoever does not demonstrate the reason indicated in the self-certification will be informed.
When is self-certification needed?
Self-certification will be used in the yellow, orange and red area to move after the curfew that begins throughout Italy at 10 pm from Friday, November 6 (and until December 3). If the move is related to an emergency, you should not indicate the name of the person you are addressing for privacy reasons. The form will also be used to enter and exit the red zone regions for “proven work needs, for health reasons and for other reasons permitted by current regulations.”
Those who fill out the form, under their own responsibility, must declare:
- know the regulatory measures to contain the contagion of COVID-19 currently in force, relative to the limitations on the possibility of movement of natural persons within the national territory;
- know the other measures and limitations provided by ordinances or other administrative measures adopted by the President of the Region or by the Mayor in accordance with current regulations;
- know the penalties provided for in art. 4 of the decree-law of March 25, 2020, n. 19, and by art. 2 of the decree-law of May 16, 2020, n. 33;
- that the move is determined by: – proven work needs; – health reasons; – Other reasons allowed by current regulations or by the decrees, ordinances and other measures mentioned above that define the measures to prevent the spread of the infection.
The registrant must also specify the reason for the move, the starting address and the destination address.
