Governors trample all day. They wonder in which area of Italy the Region they administer will be located. Data are disputed, different measures are disputed between one territory and another, ultimately the entire system of last disposition that the executive is preparing to implement is disputed. However, they are awaiting the official status of the new rules that should serve to contain the spread of Covid-19. The meeting with Minister Francesco Boccia has been postponed for two hours, the schedule is delayed because the executive still has several knots to resolve, including the curfew and mobility between regions. In the first place, they ask that the evaluation of the epidemiological risk of each territory be done in collaboration with the regional prevention departments, and not only by the Ministry of Health together with the Scientific Technical Committee: “The provisions that compress and undermine the role and tasks of the Autonomous Regions and Provinces, placing each election and decision of the Government based on the assessments made by the technical bodies. And above all, the governors would like homogeneous virus containment measures throughout the national territory. “The Regions warn that the second wave of the pandemic is affecting the national territory in a generalized way and, therefore, they reiterate the request for unequivocal national measures and, in addition, more restrictive measures at the regional and local level.”
Parallel to the Dpcm, then, the issuance of a decree with economic compensation for economic categories and the provision of parental leave is requested. In addition, the governors agreed to request the 2020-21 tax exemption for all economic activities subject to closure measures. These are the counterproposals that the Conference of the Regions puts on the plate.
As if that were not enough, the document prepared by all the Presidents of the Region reads the following: “The procedures identified and the ways in which the areas and territories of greater risk are defined and the ways and times in which the level of risk is declassified Individual Regions and Autonomous Provinces must be able to participate in this data analysis process, also considering the impact of the measures in their respective territory. “
The most aggressive against the government are the center-right presidents. Already in the morning Matteo Salvini had questioned the provision saying that it is not possible to suspend mobility between the Regions and that the same measures are needed for the entire national territory. But Vincenzo De Luca, president of Campania, also raises his voice: “We need simple national measures, without making a mess.” The same reasoning of Attilio Fontana from Lombardía and Alberto Cirio from Piedmont: “We must have a voice in the location of our regions in risk areas.” Both, according to the schemes in circulation, would be in the red zones, where they do not want to be.
In the end, the governors reiterate that “the procedures identified and the ways in which the areas and territories with the highest level of risk are defined and the ways and times with which the level of risk is declassified” are not clear. For governors, the provision should be redone, but Giuseppe Conte finds it difficult to step back.
