The new Dpcm of Giuseppe Conte and Roberto Speranza will arrive today, Monday, November 2, or more likely tomorrow and will bring with it a curfew but no longer at 6 pm in the red zones of the country but at 9 pm throughout Italy and until December 4. This is the latest mediation on the upcoming blockade between the government and the Regions on the tightening that the Prime Minister intends to illustrate in the House today. All this happens while the Civil Protection bulletin reports 29,907 new cases and 208 deaths while the pressure on intensive care continues to increase: yesterday the difference between those discharged and those who were admitted reported the figure of +96 patients. Last night’s meeting on the new anti-Covid Dpcm between the prime minister and the heads of government delegation was updated this morning at 8 in the morning. According to the latest rumors, throughout the national territory, including the other Regions considered at medium or low risk of contagion, there is a curfew at 9 pm (and no longer at 6 pm as it seemed until last night). Bars and restaurants will be closed on Sundays for lunch; while the shopping centers will be open both on Saturdays and Sundays. Regarding additional closings, which the Regions will finally decide, the refunds will be at their own expense.

“Tomorrow’s Dpcm will go in the direction of the principle of proportionality and reasonableness that has guided the options until now, relying on some measure such as the limitation to interregional movements if not for indelible, health or work reasons,” said El President of the Superior Council of Health Franco Locatelli last night at Che Tempo Che fa. The government is working tirelessly on the final drafting of the package, which is expected by Tuesday night and no longer tomorrow, as originally planned. For now, only rumors are circulating, with a single fixed point: stopping the curve as much as possible through stronger interventions in the regions with more infections, anticipating softer restrictions in the rest of the country. A strategy that would avoid a total lockdown for now.

The next confinement in Italy
According to the latest rumors, the new November Dpcm, whose measures should last until December 4, should contain an automatic mechanism of territorial blockade. That is, the Regions and more in general the local authorities will have to move to declare it in the provinces or metropolitan areas where the Rt index is higher than 2 and the hospitals are in difficulty or where it is equal to 1.5 and the hospitals are at edge of collapse. . In the Dpcm there will also be measures that will affect the entire national territory, namely:

• the cessation of movements between regions;
• the closure of the museums, announced yesterday by Franceschini;
• distance education for all secondary schools and perhaps eighth graders as well;
• the possible total blocking of bars and restaurants in the areas of greatest risk;
