Shops, bars and restaurants closed on holidays and days before holidays: the hardening that the government could decide today, Monday, December 14, to avoid what happened in recent days. Facing the crowds in the streets, the thousands of people queuing to shop and enter the restaurants, or crowded in and out of the bars for lunch and snacks, new measures become inevitable to stop Covid-19 infections. And so, during the urgent summit requested by the Democratic Party and convened by the Prime Minister Giuseppe Conte with the heads of delegation, pass the line of the Minister of Justice Alfonso Bonafede representing the M5S: urgent call of the Scientific Technical Committee decide, with the owner of the Viminale Luciana Lamorgese, new anti-assembly measures.
Merkel’s model
The travel ban on Christmas, December 26 and January 1, 2021 will be removed only for small municipalities, the rest of Italy will be considered instead as Red zone. Merkel’s model was adopted, invoked on several occasions by the Minister of Health Roberto Speranza which now reiterates: It is important for everyone to know that the situation is still very serious. Conte knows well that citizens are judged by ten months of restrictions and that is why at night he chooses to launch an appeal through Facebook: We have all been committed, with great and small sacrifices, in the battle against Covid-19 for months. Our national community, despite a thousand difficulties, managed to show a strong spirit of cohesion and a great sense of responsibility. I am convinced that we will continue to show this strength also in the coming weeks, on the occasion of the Christmas holidays.
The third wave
During the afternoon meeting Bonafede points the way: We need to assess the health risk and therefore we need to have an overview of the situation from the experts. If there is the threat of an imminent third wave, we must avoid it by intervening to avoid overcrowding. That is why this morning it will be up to the members of the CTS to outline the different scenarios and then suggest the appropriate remedies to avoid what will happen during the holidays, causing the epidemiological curve to rise again. But above all can put health facilities in trouble. Even taking into account what could happen with the return to school of the boys already set for January 7 and with respect to which the government cannot afford further setbacks.
The meetings
Lamorgese will account for the controls carried out, of the fines, but especially of the measures taken in the last hours to avoid the gatherings. Many squares and streets have been closed because they are full of people, the fear that all this will be repeated in the next few days. The prefects will identify the places where traffic should be blocked, considering that the real danger comes from the crowding in shopping streets and historic centers, where bars and restaurants can remain open until 6 in the afternoon. The pressure will be strong in commercial businesses and public places.. The hypothesis is a modification of the current Dpcm that now provides for its opening for holidays. We go back, we think about the lockout.
The red zones
The increase in the positivity rate is an alarming fact. And therefore, even if most regions will go back to the yellow band next week, throughout Italy it was decided to activate the bans on the orange or even red band on holidays and days before holidays. It means closing bars, restaurants, ice cream parlors and pastry shops. Close stores except for pharmacies, tobacconists, newsstands, although the exceptions granted by the Ateco codes still leave quite wide margins. Today it will be decided whether to activate the measure on December 19 and 20 – As the rigorous wing of the government would like – or if slipping for christmas. However, the discussion will not be without obstacles, at least to hear the words of Minister Teresa Bellanova: Let us confront the scientific community and decide on coherent and understandable measures. Let’s choose even more restrictive than the current ones if necessary, but understandable. Because this is the only way in which citizens will be induced to respect them.
Small municipalities
Those who expected a broad repeal of the ban on moving between municipalities will be disappointed. The motion that could be presented this morning in the Senate of the majority parties establish that on Christmas Day, December 26 and January 1, 2021 it is possible to leave only the borders of centers with fewer than 5,000 inhabitants and that reach places that are at a maximum distance of 30 kilometers. It cannot be ruled out that a less restrictive version of the law will be approved during the debate at Palazzo Madama, but if so – Conte and Minister Speranza have already warned – it will be Parliament that takes responsibility for what may happen later. The reasoning leaves no margin: if there will be a third wave, whoever pushed it will have to answer for it.
