Sunday December 13 is the first day of the yellow zone for Lombardy. The newsletter of coronavirus infections in the region speaks of 2,335 new positives (9.1%) in the last 24 hours, of the 25,523 swabs made. 144 people died between Saturday and Sunday. The total number of victims is 23,810.

Lombardy Yellow Zone from Sunday 13

The yellow zone is the lowest risk scenario contemplated by the Dpcm, but not the norm, with restaurants, bars and shops open (until 6:00 p.m.) and free movement between municipalities (and with other yellow regions). The nightly curfew is maintained from 10 pm to 5 am, regardless of the color of the area.

Meanwhile, discussions continue about the rules to be implemented in view of the Christmas holidays. According to the latest rumors that emerged, the possible repeal of the prohibition of circulation between municipalities on December 25 and 26 and on January 1 will only apply to the smallest municipalities (less than five thousand or 15 thousand inhabitants) and will arrive preferably with the vote of Parliament, but rejecting the center-right motion that will be discussed on Wednesday and that wants freedom of movement for all. This is the orientation of Prime Minister Giuseppe Conte and the government, who saw the Minister of Regional Affairs, Francesco Boccia, and the Minister of Health, Roberto Speranza, lined up in the front line, supported by the Istituto Superiore di Sanità.

On the contrary, the executive thinks if it is not necessary to compensate the exceptions to the travel ban with new limitations on the opening of stores at Christmas, San Esteban and New Year. In theory, there are still three hypotheses on the table:

  • allow travel between neighboring municipalities;
  • allow travel only to and from smaller municipalities (with a limit of 5,000 or 15,000 inhabitants);
  • Allow travel only within the provincial area or within a radius of 20 kilometers.
