The presidents of the Regions They met at 5.30 p.m. to define a common request that will be presented to the new government headed by Mario Draghi on measures to combat the spread of the coronavirus.
The meeting was called by the president of the Conference of Regions and governor of Emilia Romagna Stefano bonaccini: the agenda Evaluation of the current system of norms for the management and containment of the pandemic with a view to the adoption of the next Dpcm.
Regions should request some changes to the current system, which foresees entry in different areas (yellow, orange, red) depending on some parameters. The input is set each Friday, based on the data collected by the Regions, transmitted to the Higher Institute of Health and the Ministry of Health and communicated by them in a supervision.
The criticisms that have been made of the system in recent months – which according to Minister Roberto Speranza still managed to contain the waves of Covid-19 in Italy – were mainly of two types: data quality leading to entry into the zones (in relation, for technical reasons, not to the days immediately before the decision, but to the week before: and in which the Regions have sometimes made mistakes) and on the short period of time between the communication of the new band and its entry into force (two days), with serious consequences for businesses whose openings are linked to the area to which they belong.
According to Bonaccini, this color system has made sense in recent months, but I think it has some weaknesses today. The risks are ups and downs that do not give certainty for the future to those who are in difficulties. Lombardy President Attilio Fontana asked to review this system, better to foresee homogeneous restrictions throughout the national territory.
