There is a factor of Christmas decree that few have understood but that it is important to point out because without this it is impossible to understand What can be done me thing no during the holidays.
In detail, it is important to understand that the Christmas Decree has just been approved does not replace restrictions introduced by the previous DPCM of December 3, but adds them. This means, for example, that new exceptions for offsets they do not apply to the prohibition of moving between municipalities on the days indicated by the Prime Minister’s Decree of December 3; at the same time, the schedule change curfew on New Years Eve.
Let’s explore this by looking at what the DPCM on December 3 looks like anyway compatible with the Christmas Decree and how – from the conjunction of these two provisions – what we are preparing to spend will be a vacation so different from those of previous years.
December 3 DPCM: What did you foresee?
Let’s take a step back by remembering the main points of the Decree of the Prime Minister of December 3, which will remain anyway valid until January 14 – and how these will limit Christmas celebrations:
- Prohibition of movement between Regions in the period from December 21 to January 6;
- Ban on traveling between municipalities on Christmas days (December 25th), San Esteban (Dec 26) and New Year (January 1, 2021) except in cases of health, work or necessity;
- On December 31, the curfew changed: it will be 22:00 every 07:00 the next day (instead of 05:00).
Good, these three rules persist despite the provisions of the Christmas Decree. So let’s see what this means and how it will affect the DPCM from December 3 to the one approved on December 18.
Christmas Decree: How to read it in conjunction with the Decree of the Prime Minister of December 3
The Christmas Decree signed by the Prime Minister on December 18 establishes that for the entire period from December 24 to January 6 all Italy will be Red zone holidays and before holidays, while working days will be orange zone.
So this means a ban on moving to another Region (a ban that we recall applies to both the red and orange areas). In the previous days, however, the Regions will keep the color foreseen by the ordinances of the Ministry of Health: in most cases, therefore, Italy will be the yellow zone.
This, however, does not mean that the inter-region travel ban will only start on December 24. As mentioned above, in fact, The provisions of the Decree of the Prime Minister of December 3 are not lacking: consequently, starting tomorrow it will not be possible to move freely to and from another Region, even if it is in the yellow zone.
Since January 24 to 6However, since Italy is an orange or red zone, the travel ban between municipalities will also be activated. It is possible, according to the provisions of the Christmas Decree, moving to another private home, in no more than two people: but beware, this derogation is only valid for the period of restrictions described by the Decree Law of December 18, but not for those of the DPCM of December 3.
This means, as specified by the Government FAQ, that however, it will not be possible to leave the Municipality visit other people on December 24 and 25 and January 1, 2021.
And this exemption cannot be applied even during curfew hours. In fact, it will not be possible to visit other people between 22:00 and 05:00. IS the news about the curfew foreseen by the Decree of the Prime Minister of December 3 is not affected: on the night between December 31 and January 1 will end at 07:00 instead of 05:00.
