the Christmas decree signed by the Presidency of the Council of Ministers on December 18, leaves us astonished in one aspect: the travel exemption by go and find – for up to two people – other people who don’t live together.
Because if the Government really wanted to limit the meetings at Christmas, in that period of maximum coexistence, it probably should not have provided an exemption that in fact makes impossible any control. And while I shops and restaurants are forced to close during the holidays, here in private homes everything has been postponed for common sense of citizens.
A strategy that has already failed in the past and that could lead to non-compliance with the Christmas Decree, with only commercial and catering activities that will be used to make a sacrifice that, in any case, may not lead to the desired results. Because with the Christmas Decree, circumventing the prohibitions and organize parties at home for christmas and new year it will not be complicated, while it will be almost impossible to check.
Christmas decree: restaurants closed, possible (and probable) gatherings at home
As is known, the Christmas decree allows – on days when the whole of Italy will be a red zone and therefore shops and restaurants will be closed – to leave the house and move within the regional territory to visit other people. It is not about relatives, nor about relatives: the text of the provision simply speaks of “people”, However justifying only one visit per day to a private home.
There he is limit of two people who can go to visit other people: in the calculation, however, children under 14 are not included and people with disability OR not self-sufficient.
In the necessary self-certification even just to leave the house and move within the same Municipality, therefore, it will be enough to write that goes out to visit other people in a private home. A justification that actually pays impossible controls: the only control that the authorities can do, in fact, is that they are inside the same car no more than two people.
For a group of friends who intend to meet in the same house to celebrate Christmas and New Years, it would be enough move in groups of two, since it will not be possible to verify what happens inside the private houses. And we are sure that many will take advantage of this exemption to organize the traditional Christmas or New Year’s Eve lunch with more family and friends.
Meetings at home are make sure – but let’s hope we’re wrong – and at the same time legitimized, as there are no penalties however, for those who receive at home more than two people who do not live together.
On the other hand, at the press conference, Giuseppe Conte confirmed that there will be no controls at home.
“We will not send the police to the house to check how many people there are, unless, in any case, there is a flagrant crime. The prohibition was conceived as a limit to the movement of people, we intervened with a hardening providing strong limits but to compensate we introduced this small reconciliation ”.
It is true that – as the President of the Council has added – later checks can be carried out to verify that it has indeed gone where it was declared, but in how many cases will there actually be this verification? Few, also because to verify it would have to go beyond the private sphere.
In short, for a government that until a few days ago did not contemplate exceptions for trips between municipalities, the one that allows going to visit other people is a misstep which could be costly and frustrate all controls.
And if this softening led to house gatherings that will trigger the third wave, The Government will have to respond to all those activities that have been called for sacrifice for months.
