Decree Law December 18, 2020 n. 172 of the Conte government published in the Official Gazette after the signing of the President of the Republic Sergio Mattarella closes Italy in the red and orange zone. The red zone is proclaimed throughout the national territory from December 24, 2020 to January 6, 2021, except on December 28, 29 and 30, 2020 and January 4, 2021, when the orange zone will be in force. Let’s look at the calendar of rules and prohibitions of holidays.

Red and orange zone at Christmas 2020: the calendar of rules and prohibitions

First of all, we remind you that yesterday the Ministry of Health let expire the ordinances that placed Campania in the orange zone (where, however, Vincenzo De Luca announced an ordinance to prohibit travel), Tuscany, Aosta Valley and the province . from Bolzano, leaving only Abruzzo in the orange zone. So, as of today, Saturday, December 19, those regions and that territory are again in the yellow zone. And we also recall that the decree law of December 18 does not change the rules established by the government on the prohibition of travel between regions with the decree law of December 2 n. 158 and with the Dpcm of December 3, which enters into force on December 21 (but allows the return to one’s residence, domicile or home at any time). Based on the above, here is the schedule for the yellow zone, the orange zone and the red zone:

  • December 19 and 20 are still the last two days available for those who want to move freely outside the region; Except for those currently in Campania, Tuscany and Valle d’Aosta, who will only have Sunday at their disposal; in the rest of Italy the yellow zone is in force: all shops are open, including bars and restaurants, but the latter close at 18:00;
  • On the 21st, 22nd and 23rd of December, the decree-law decree 2 of December enters into force: you will not be able to move outside your region except for reasons of work, health or necessity and urgency (the latter also include assistance to a non-self-sufficient family member); in any case, it will be possible to return to your home, residence or main residence; the curfew is proclaimed from 10 p.m. to 5 a.m. all shops are open until 10 pm except bars and restaurants which close at 6 pm;
  • On December 24, 25, 26 and 27, the red zone decided by Legislative Decree December 18 comes into force: restaurants, bars and shops close all day except grocery stores, pharmacies, parapharmacies, tobacconists and those of primary products need; it will not be possible to leave the house except for reasons of necessity and urgency, but two people will be allowed to go out once a day to visit family or friends (but you must return home before 10 pm); children under 14 years old are not within the limit of two people and those who live in municipalities with fewer than 5,000 inhabitants can travel within a radius of thirty kilometers; These movements must be self-certified, as Prime Minister Giuseppe Conte specified yesterday during the press conference at Palazzo Chigi;
  • On December 28, 29 and 30, the orange zone comes into force: all shops are open except bars and restaurants, as well as ice cream parlors, patisseries, pubs and pizzerias by the slice. It is possible to leave the house but not from the municipality itself, unless it has fewer than 5,000 inhabitants: in that case it is possible to cross the borders but no more than 30 kilometers away;
  • on December 31 and on January 1, 2 and 3 the red zone re-enters into force;
  • On January 4, the orange zone re-enters into force and this will be the only day available to shop and leave the house but not from the municipality (except for those under 5,000 inhabitants within a 30-kilometer radius);
  • On January 5 and 6, the red zone re-enters into force and the aforementioned limitations apply.

January 7 is the date on which we must return to the yellow zone regime, in force until January 15, which will finally apply to all of Italy, including Abruzzo, which should have left the orange zone. For that day, it is also planned that the schools will reopen for 75% of all students (a quarter will still have to continue teaching at a distance). You can also leave the Region, although until 3 p.m. with a curfew at 10 p.m.

What you can do and what not to do from December 24 to January 6

Here is a manual of the rules, permits and prohibitions in the red and orange zone in effect from December 24 to January 6. First of all, we remind you that the curfew is maintained from 10 to 5 in the morning, as well as the prohibition of meeting and the obligation to wear a mask indoors and outdoors. You can do sports outdoors. For those who travel abroad between December 21 and January 15, there is an obligation, upon returning to Italy, to remain in quarantine for 14 days. All movements on red and orange days must be justified with the self-certification form. In the red zone:

  • movements are allowed only for reasons of work, health, necessity and these include assistance to a non-self-sufficient person; You will be able to return to your residence, domicile or domicile where you usually meet your partner, but not in second homes; you can go shopping and mass, as well as to the pharmacy and tobacconist;
  • you can go to other people’s houses (in two, but those under 14 are not counted in the total) with movements within your own municipality;
  • The bars and restaurants close from Christmas Eve to reopen on January 7; only home delivery or take away service is allowed before 10 pm Autogrills on motorways and bars in stations and airports remain open;
  • The open stores are: supermarkets, grocery stores, hairdressers, barbers, tobacconists, pharmacies, parapharmacies, bookstores, newsstands, florists, toy and sportswear stores, tobacconists and hardware stores, laundries and pet stores;

Instead, in the orange zone:

  • you can move within your own city and all shops, except bars and restaurants, are open;
  • they will be able to open stores of any kind, with continuous and extended hours until 9 pm to avoid that, especially in the first days of next week, there are gatherings;

Corriere della Sera also publishes today a series of questions and answers about Christmas and Dinner:

Who can you spend Christmas with?

In private homes it is not possible to impose prohibitions. The recommendation is to spend Christmas with the people you live with.

Can family members be invited?

The recommendation is to receive only two people outside the family.

And the friends

Yes, the two people can also be two friends.

Can you invite both people with their children?

Children under the age of 14 are not counted and therefore can be added, older children are counted instead.

As for parties at home, the scientists’ recommendation is to use the mask when you are not at the table and respect the distance both while eating and when you are not at the table. Experts remember that it is always recommended to wash your hands and use disinfectant. Pay attention to the cutlery, plates and glasses, which should not be changed.
