The Giallorossi majority, after a debate that lasted two days and marked by the lack of a quorum, approved the extension of the state of emergency until January 31, 2021 to try to counteract the increase in coronavirus infections. We asked the philosophers Massimo Cacciari and Diego Fusaro what their opinion was on the provisions issued by the Conte government.
In light of the decisions taken by the government on the extension of the state of emergency, many speak of a “suspension of democracy.” What is your position?
Hunt: “Two completely different levels are confused. The first is that of the specific health emergency, today, which can be attended in another way, but which certainly exists and involves emergency measures. The second is a centralizing tendency of the government that, in Our country has a duration of at least 40 years. It is a long-term trend that increasingly accentuates the powers of the executive and calls into question the traditional powers of the representative assemblies. Whatever the government, in the face of crises related to terrorism or immigration, we have witnessed a process of centralization of powers not of an authoritarian type, but very similar. But this trend, however, is not something that concerns the epidemic “.
Fusaro: “They are using a new method of government: using the emergency to favor an authoritarianism that, normally, would not be accepted. With the emergency, however, the majority accept and, in fact, wish, perhaps even wanting the army in the street and ban on gathering. “
Does the prolongation of the state of emergency, in your opinion, have purely health or even political reasons? Is this perhaps a way used by Prime Minister Conte to stay at the forefront?
Hunt: “Certainly there is a social reason why, when the provisions on castration, dismissals and bankruptcies end, the crisis will be so great that it will force a strengthening of order measures. Due to the extension of the state of emergency, the emergency health is undoubtedly the priority factor, but there are also reasons of public order ”.
Fusaro: “It seems naive to think that it is a method used by Conte to stay ahead of him. In my opinion we are facing a global reorganization of the balance of power that, in Italy, is happening as elsewhere and, therefore, to think that it is the government’s fault is typical of the myopia of the opposition, which is as indecent as the government itself to the extent that today it has not opposed the extension of the state of emergency. On the contrary, it has abstained fearfully “.
What do you think of the obligation of outdoor masks?
Hunt: “These are measures aimed at reducing the probability of contagion. It is clear that the outdoor mask can have a minimal impact on the spread of the virus. However, it is equally clear that, for the 1%, it can affect. their sum may also have some effect. It is clear that, as long as there is no vaccine, we must try to live with the virus. We can’t think of new blocks because the cure would be deadly. “
Fusaro: “The mask is the equivalent of the black shirt, a symbol with which you have to identify yourself as subjects of a government, of a regime. The outer mask has no health function if you are alone, on the beach or in the mountains. It only serves as a symbol of subordination and adherence to an authoritarian power. “
Schools and Serie A, despite a thousand difficulties, have been restarted, while sectors such as cinema, theater and cultural tourism in large cities suffer. What measures should the government take to improve this difficult situation?
Hunt: “The government could also take more permissive measures that it would be very difficult to restart tourism because all the foreign component would be missing and there will not be even for all of 2021. The government should try to give a very positive image of our country to restart the car So, yes, it is not clear why immense difficulties are created when theaters restart and why, in a stadium of 40/50 thousand people, there cannot be more than a thousand spectators when I give lectures with 200 people in a space where there may be much less ”.
Fusaro: “The government must eliminate all these silly limitations that affect only those who work seriously like theaters or cinemas. It must be understood that you can live with this virus. It is better not to contract it, but life cannot be destroyed to avoid contagion. but there are values that cannot be negotiated for a virus. “
Someone like Nicola Zingaretti has argued that if the League had managed the pandemic emergency, there would have been a massacre, do you agree?
Hunt: “They are jokes that leave the time they find. Salvini, or any other government, would have done more or less what the health authorities said. Do you really think that, in such a situation, a government in Italy will be responsible for? the general indications given by the health authorities? With the judges who are over it? But much less … The difference between one government and another, if there ever will be one, will be in how to spend and manage the Recovery Fund. handling the epidemic at 80% are choices dictated by the health authorities ”.
Fusaro: “It seems silly to me. Zingaretti’s political credibility is well represented in that February photo in which he raises the glass as if to say that there is no danger. The opposition could never have done what the government is doing. On the contrary, the whole world would immediately have shouted at fascism. If, instead, a yellow-fuchsia government like Conte’s does, automatically a fascist becomes the critic. So we are before the masterpiece of the dominant order. “
