Below we publish the call of ten authorized Yes and No constitutionalists to ask Parliament to pass an electoral law that repeals the blocked lists (SIGN THE PETITION FOR FACTS HERE)
Given the result of the referendum on the reduction of the number of parliamentarians, as professors of constitutional law, we believe that it is essential to move quickly towards the definition of a new electoral law.
Among us, some voted Yes and others No, but now we believe that our commitment must be common to request a law that favors political and territorial representation and pluralism, sacrificed for years.
An electoral system that allows people to identify and choose who to send to Parliament is essential, establishing an effective representative relationship and being able to assert their political responsibility. In this way it will be possible to give a better quality to the representation and also favor a greater efficiency of the Chambers.
For too long, our electoral laws (“Porcellum”, “Italicum” and “Rosatellum”) have imposed blocked list systems and the proposal being debated today in the House Committee on Constitutional Affairs cannot run the risk of falling into the same error, nor in that depriving many voters of representation with thresholds that are too high. The Constitutional Court (judgments No. 1 of 2014 and No. 35 of 2017) was clear: there are no long blocked lists. From this point on, we believe it is essential to favor an effective election by the voters, strengthening constitutional principles, overcoming blocked lists and multiple candidates.
With this appeal we intend to appeal to all the political forces present in Parliament to commit themselves to approving an electoral law that restores greater representation, inviting comrades who share our positions to join our requests.
