The ordinance of the Ministry of Health changes towards Italy: from November 15 Campania and Tuscany become red areas, while Emilia-Romagna, Friuli-Venezia Giulia and Marche become orange areas. Campania, Tuscany, Emilia-Romagna, Friuli-Venezia Giulia and Marche
The new ordinance provides that Campania and Tuscany will join the list of red zones that today already includes Calabria, Lombardy, Piedmont, the province of Bolzano and the Aosta Valley. Emilia-Romagna, Friuli and Marche will turn orange, reaching Abruzzo, Basilicata, Liguria, Puglia, Sicily and Umbria. On the other hand, Lazio, Molise, Sardinia, Trento and Veneto are still ‘yellow’. The Minister of Health, Roberto Speranza, will sign a new ordinance in the afternoon that will take effect from Sunday with the update of the regions in the three risk bands of Covid-19.
The Health Minister’s order comes in anticipation of the closures that had been announced in some areas such as Campania, where the regional crisis unit had announced the arrival of restrictive measures in a few hours. With Speranza’s decision, the governor of Campania therefore discharges the responsibility of issuing an order after having waited until the last moment for political reasons or for fear of street disputes. The regions decide once again to leave the responsibility of the closures to the government and the ordinances issued by Fedriga, Bonaccini and Zaia are thus replaced by the new directive of the Minister of Health. Meanwhile, the Civil Protection bulletin today reports 40,902 new cases and 550 deaths, while the growth of hospitalized in intensive care units amounts to sixty units and continues to decline.
What changes from the yellow zone to the orange
What changes when you enter the red zone, as happened today in Campania and Tuscany? The movements are prohibited, bars and restaurants and shops in general are closed, except supermarkets, pharmacies, tobacconists, hairdressers, while schools are present only up to sixth grade, in addition to the closures valid for the entire country, those of cinemas, theaters , gyms. The orange zone, the medium-high risk zone, instead provides for the prohibition of moving between one region and between one municipality and another, with 9 regions: today’s ordinance moves Emilia Romagna, Friuli Venezia Giulia and Marche, which are added to Puglia and Sicily (by order of November 4), Abruzzo, Basilicata, Liguria and Umbria (by order of November 10).

With the passage from the yellow zone to the orange one, the travel rules change: for example, it is forbidden to move to another Municipality if it does not have a valid reason (work, health or need) and it is forbidden “any movement in and out of the territories except for motivated trips “. Therefore, to leave your municipality or region, you will need to obtain self-certification, as long as you have a good reason. On the other hand, the movements strictly necessary to ensure the realization of face-to-face teaching are allowed, as well as “the return home, home or residence is allowed.” There is no problem even to move within your municipality from 5 to 22: it will be possible to do it without having to fill out the self-certification. In the orange regions, service is prohibited in bars, pubs, restaurants, ice cream parlors, patisseries, with the exception of dining rooms and catering. However, the home delivery service is allowed until 10 p.m., catering with take-out food, with prohibition of consumption in the place or in the surroundings. In the orange zones, a family member or friend who is not self-sufficient is allowed to attend without a time limit. Just as it is allowed to go out to “reunite minors with the other parent or in any case in the foster home, or take them with you, it is also allowed between municipalities in different areas. Even if it is “strongly discouraged” you are also allowed to travel to accompany your children to their grandparents.

- In Abruzzo, which is still the orange zone, the movement control system between municipalities will be strengthened;

- In Emilia-Romagna (orange zone), Governor Bonaccini’s ordinance provides for shops to close on Sundays (except pharmacies, grocery stores, tobacconists and newsagents), while shopping parks and larger stores will also be closed on Saturdays. Gymnastics, singing and wind instrument lessons are prohibited at school. Also stop to practice sports and physical activity in the centers and on the promenade. In Bologna, the mayor prohibits initiatives, demonstrations and events in the historic center, including the activity of street artists.
- in Friuli Venezia-Giulia, Governor Fedriga has issued an ordinance, which provides for the “recommendation” for older people to access the stores of large and medium-sized structures in the first two hours of the day. Among other measures: shops closed on holidays (except pharmacies, grocery stores, newsagents and tobacconists). Drinks at the bar only after 3:00 p.m., physical activity away from the historic centers, shopping centers closed on the eve of public holidays and bank holidays. In the first cycle schools the classes of physical education, singing and wind instruments were suspended.
- In Lazio (yellow zone) stop at the metro stops in the center of Rome: the City Council is evaluating the opening of limited traffic zones. It has been decided to close the maxi-stores and non-food markets during the holidays.
- In Liguria (orange zone) in Genoa the order comes to prohibit walking;

- In the Marches (orange zone) there is a curfew from 10 pm to 5 am, 100% dad in high school, closed bars, patisseries and ice cream parlors, home delivery is allowed, shopping centers close on weekends, Bus capacity is reduced by 50%.
- In Molise (yellow zone) the “standard” restrictions of the yellow zones apply;
- in Piedmont (red zone) movement is prohibited, except for reasons of work, necessity or health, even within the municipality itself. Bars and restaurants closed. In presence only preschoolers, primary and secondary.
- In Puglia (orange zone) in Bari, the mayor has increased controls in some streets of the city and near large commercial structures. Three closed gardens and skate park.
- In Sardinia (yellow zone) in Cagliari, as of tomorrow, bicycles and other means on wheels are prohibited on the Paseo del Almirantazgo.
