Two new regions in the red zone (Campania and Tuscany), those of orange zone, while only five regions remain yellow (Lazio, Veneto, Molise, Trento and Sardinia). This is the image that emerged from the latest monitoring of the hut by the Higher Institute of Health and the Ministry of Health, based on data from the week of November 2 to 8. The new ordinance of the Minister of Health Roberto Speranza that changes the restrictions will be in force as of Sunday, November 15. In summary:
- Red zone: Aosta Valley, Piedmont, Lombardy, Calabria, Bolzano province, Campania and Tuscany.
- Orange zone: Emilia-Romagna, Friuli-Venezia Giulia, Marche, Abruzzo, Basilicata, Liguria, Puglia, Sicily and Umbria.
- Yellow zone: Lazio, Molise, Trento, Sardinia and Veneto.
The restrictions get stronger. Let’s see what changes for citizens living in the orange zone regions, based on the provisions of the Dpcm and the clarifications published on the government website (the so-called Faqs).
Relocation and self-certification: what changes for those who live in the orange regions
The news are not few. Let’s start by saying that the passage from the yellow zone to the orange zone changes the travel rules: it is forbidden, for example, to move to another municipality if it does not have a valid reason (work, health or need) and “any movement to and outside of the territories except for motivated travel. ” Therefore, to leave your municipality or region, you will need to obtain self-certification, as long as you have a good reason. On the other hand, the movements strictly necessary to ensure the realization of face-to-face teaching are allowed, as well as “the return home, home or residence is allowed.” There is no problem even to move within your municipality from 5 to 22: it will be possible to do it without having to fill out the self-certification.
Bars and restaurants: what changes in the orange areas
Another important novelty concerns the restaurant business. In the orange regions, service is prohibited in bars, pubs, restaurants, ice cream parlors, patisseries, with the exception of dining rooms and catering. However, the home delivery service is allowed until 10 p.m., catering with take-out food, with prohibition of consumption in the place or in the surroundings.
What can be done in the orange regions?
On the Palazzo Chigi website there is a special section with frequently asked questions (Faq) to clarify the doubts of citizens. For example: “Is it allowed to enter or stay inside bars, restaurants and other catering establishments (pubs, ice cream parlors, pastry shops …), if the consumption of food inside is suspended?”. The answer to this question is generally affirmative, but within this place you can only stop “for the time strictly necessary to purchase take-out products.” The government clarifies that in the orange areas (and also in the red ones) the hotel restaurants remain open, but only for the clients who stay there. Therefore, catering is allowed (without a time limit) only within the hotel or accommodation where you are staying ”.
The recommendation not to welcome people who do not live together
Regarding travel, the Government clarifies that “with regard to private homes, it is strongly recommended not to receive people who are not living together, except for work needs or situations of need and urgency. It is recommended to work remotely, whenever possible, or to take vacations or go out. ”
Can I go shopping in another municipality?
What if I want to leave my city to go shopping? In this case, the derogation is allowed only if the goods or services that I intend to buy are not available in your municipality. “Therefore, where the municipality does not have points of sale (or, for example, the post office), or it is necessary to buy basic necessities not available in the municipality of residence or domicile, movement is allowed only within these strict limits, which must be self-certified. “
Orange Zones: What Changes for Stores?
The Faq also specifies that you can also go out to buy goods other than food: in the orange areas, in fact, most stores remain open “there are no restrictions on the categories of products that can be purchased.” In general, as we explained earlier, from 10 to 5 in the morning you can freely go out through your municipality without having to justify anything: however, it is allowed to take the dog out, go to a park, go for a walk, etc.
Can I go take care of a relative or visit the children?
The government clarifies that in the orange areas a family member or friend who is not self-sufficient is allowed to attend without time limits. Just as it is allowed to go out to “reunite minors with the other parent or in any case in the foster home, or take them with you, it is also allowed between municipalities in different areas. Said movements – read the Faq – must in any case take place choosing the shortest route and complying with all health requirements ”. Even if it is “strongly discouraged” you are also allowed to travel to accompany your children to their grandparents.
Is it possible to use the car with people who do not live together?
The answer is affirmative, provided that certain safety measures are respected “that is, with the presence only of the driver in the front of the car and a maximum of two passengers for each additional row of rear seats, with the obligation that all passengers passengers wear a mask. The obligation to wear the mask can be waived only in the case in which the car is equipped with a physical separator (Plexiglas) between the front and rear row of the car, in this case only allowing the presence of the driver in the first row only one rear row passenger “.
Orange regions: when self-certification is required
As for self-certification in the orange regions, it is necessary if you have to move out of your municipality or region. Unlike the red zones, in the orange zones you can move freely but only from 5 to 22. At night, however, you have to take the self-declaration with you.
