Recruitment in the role of teachers: if we take the extraordinary recruitment plan of the Renzi government as a milestone (with all the problems that it involved) although in the following years there was a decrease in roles, 2020/21 set the record.
The teachers are there, the places too, but in different places
The largest number of open chairs is in the northern regions, while the rankings are most crowded with professors waiting for the position in the southern regions. Supply and demand are not met.
Legislative Decree 126/2019, transformed into law 159 of December 20, 2019, had proposed two solutions to this problem

- quick call on remaining available seats
Two measures received with little warmth by precarious teachers who are asked to move to get the position, making a condition of coercion of at least five years in the workplace, without the possibility of being able to request mobility or transfer temporary or to be able to accept substitutes in accordance with art. 36 of the CCNL (except for some limited cases).
A provision that has discouraged even the most enterprising, so much so that out of almost 70 thousand places discovered, only 2,500 places were assigned with a quick call. Among other things, the details of these movements are not yet known, one of the hypotheses is that they are movements of GaE within the same region of residence.
84 thousand authorized hires for the 2020/21 school year
84,808 places authorized by the MEF were counted for the permanent hiring of teachers for the 2020/21 school year. A very high number, but that did not cause a stir because it was already clear to everyone that it would remain on paper: the actual hires were 18,254. One chair has been allocated for every 13 available.
A trend that confirms, with a downward point, that of the last school years.
66,654 substitutes as of August 31
Therefore, the Ministry announces that there are 66,654 positions currently available after the permanent hiring phase, and that they will be substitutes as of August 31.
The competitions
This is the knot around which the next hires are structured. Three competitions have been scheduled:
- extraordinary for the role
- ordinary and primary childhood
- ordinary secondary grade I and II
The Ministry reiterates it in the statement of September 17: the lack of coverage of the 66,654 places currently available was estimated after the permanent recruitment phase, given the progressive depletion of the rankings of the previous competencies and those that were running out.
“These positions,” says the Ministry, “are intended to be covered by bankruptcy procedures that have already been prohibited, despite the emergency period of Covid-19. The places announced in the contests are 78 thousand. Testing will begin in October. “
