Another three months of suspension of collection files and tax notices, frozen highway tolls, until the end of 2021 due to competitions and pending contracting of the public administration. As every year, the Milleproroghe decree represents the last opportunity to postpone problems that are not considered possible to solve and insert some corrections to the recently approved regulations: it must be examined by the government this afternoon, while the Budget law has not yet obtained light green. de la Casa that will arrive after Christmas (and then will have to make the last step to the Senate).
The course of the maneuver was complicated last night, after the marathon of amendments in committee. It happened that the General State Accounting Office canceled 14 changes recently approved due to lack of coverage or technical report, asking that an even greater number be reformulated. The arrows of the Mef technicians hit in particular the ninth safeguard for 2,400 people who could not access retirement due to the 2011 Fornero reform. On a rather harsh note, the Rgs observed that the norm would reopen an issue that had been defined, increasing pension spending and going against the recommendations of the European Union to access the Recovery Fund.
Returning to the “Milleproroghe”, among the deadlines on which a decision is expected is also that of collection and tax assessments. Its suspension is valid based on the regulations in force until December 31: from that date and throughout 2021, tens of millions of communications would flow to taxpayers. In the draft that was examined yesterday by the “pre-council” (the technical meeting that precedes the current Council of Ministers) there was no further change, but the Ministry of Economy is evaluating it and in the end it must materialize for a period of at least three months . However, it would only be a temporary step in view of a more structural solution to the problem, which could include a delay in the mails or at least the partial cancellation of the folders.
Instead, there is a general rule that extends some measures related to the state of emergency until its termination date (which is currently January 31) and in any case no later than March 1. Among other things, these are the operations of Commissioner Arcuri and the extraordinary provisions for the production and purchase of masks.
The provision also contains a series of measures traditionally inserted from year to year: this is the case, for example, of the change at the end of 2021 in the deadlines for hiring the public administration and competitions, including the validity of the ranking of temporary workers. Another block of extensions refers to health care: for example, there is the one that moves the time frame within which the Regions may create the so-called Covid hotels, hotels that have been adapted to accommodate people in quarantine or isolation, until the end of next year. One problem that usually arises at the end of the year is that of toll roads, which in the past have been subject to repeated upward updates.
The Milleproroghe decree intervenes by advancing by six months the term in which the concessionaires will be able to define the economic-financial plans with the related investments, on which the changes in tolls also depend. So between now and June there should be no news on this front. Interventions also in air transport with the six-month extension of the compensation already planned for the sector after the damage suffered as a result of the pandemic. The old Alitalia, that is, companies in extraordinary administration, will have six more months to repay the 400 million loan that the State had granted at the end of 2019.
