Almost two months after the signing of the two decrees, which arrived in early August, market operators will have to wait even before having available the final framework on two fundamental pieces of the super bond.

Surprise stop for the implementation of superbonus regulations. More time will be needed for the publication of the Mise decrees on certified translations and technical requirements. If in recent days, following the indications of the Mef, the conviction that the two measures were now one step away from the Official Gazette had matured, in the last hours the situation has changed: the Court of Auditors has made observations that will require a formality additional to ministry.

The moment of the stop
It won’t be a long stop, but it will take a few more days. According to some sources, a couple of weeks. Also because, in the meantime, the Roman office of the ministry has been evacuated due to Covid. To complete the writing work, it will be necessary to physically return to the offices and proceed with the many required presentations.

What happened
The registration by the Court of Accounts, claimed in recent days by both the Economy and Economic Development, was indeed carried out and is dated September 22. However, along with the registry, the accounting magistracy made several observations to the Mise, in which instead a greater reservation was maintained.

These are not – it should be specified – corrections of merit, but of form. That is, the ministry was asked to clarify some overly intricate passages, adapting the texts to make them more easily applicable. Staying under observation was, above all, the substantial package of annexes, already subject to criticism by various experts for some inaccuracies.

Denial of the Mise
Meanwhile, sources from the Ministry of Economic Development commented on the news as follows: «With regard to the article published by Sole 24 Ore entitled“ Superbonus stop to the Mise decrees ”, the fact expressed is totally denied. The decrees have been registered by the Court of Accounts and are being published in the Official Gazette. The same sources do not explain, however, how long it will take to finally see the texts.
