The conditions for receiving help
The contribution, in accordance with the law, is recognized in favor of subjects that carry out business and self-employment activities and agricultural income, holders of VAT. This excludes companies that stopped trading on March 31. There is another condition for snacking: the company requesting it must have recorded a drop in revenue of at least a third in April 2020 compared to the same period in 2019. An exception is expected for newly created companies (all activities born as of January 1, 2019) and for companies that fall in the closed red areas before closing. In summary, for these categories of companies, the disbursement of the contribution does not depend on the turnover trend in 2020.
The three supports for benefits
To define the amount of aid, the rule divides beneficiaries into three square brackets. The allocation of the 6 billion allocated by the government is based on a calculation that applies a percentage to the difference between the income registered in April 2020 and that of the same month of the previous year. The three thresholds establish a percentage of 20% for companies that in 2019 had a turnover of less than 400 thousand euros, 15% for companies with a turnover of 400 thousand euros to a million and 10% with income of one million to 5 million.
Concrete example: Gamma’s company turnover in 2019 was 350 thousand euros, in April 2019 it raised 32 thousand euros, while in April 2020, due to the coronavirus, it fell to 5 thousand. Therefore, the difference is 27 thousand euros, a value to which 20% is applied (2019 turnover was less than 400 thousand euros), in this case, therefore, the company Gamma will be able to obtain 5,400 euros as a non-refundable allowance.
How to ask the question
Once established how much and how to calculate the aid, the standard indicates how to proceed to receive a snack. The application must be sent electronically to the Tax Agency, inserting a self-certification of anti-mafia regularity. At this point, the Tax Agency must make the checks and, if everything is in order, will pay the non-refundable contribution with a credit to the bank or postal current account in the name of the beneficiary company.
A warning applies: in the specified decree that the methods for making the request and any other element necessary for the implementation of the provisions are defined with the Agency’s provision. Decision not yet written. Therefore, it is difficult to predict when the money will actually arrive in the business account.
