morning Tuesday December 8 finally begins the much commented State refund, which some incorrectly call “ATM bonus”.

As we have detailed here, Cashback is one of the initiatives of the Cashless Italia Plan provided by the Conte government in the 2020 Budget Law.

Cashback offers the possibility of obtaining a cash back based on purchases made, within a specified period and in a private and non-professional capacity, with electronic payments.

Refund, payments allowed

Cashback applies only to purchases made through electronic devices in participating stores, that is, participating in the program in the national territory (here you will find exclusion cases).

Refund transactions are made through physical POS or other physical payment acceptance devices, with:

  • Credit cards;
  • debit cards in international circuits and in the PagoBANCOMAT circuit;
  • prepaid cards;
  • the so-called loyalty cards, or payment cards and applications connected to private circuits and / or limited spending (therefore, excluding points accumulation);
  • payment applications, such as Satispay, Nexi or BANCOMAT Pay;
  • other payment systems, such as Google Pay and Apple Pay (as of 2021).

Cashback, whose payments are not accepted

am excluded from the Cashback plan these types of payments:

  • all payments made online on the different platforms (Amazon, eBay, AliExpress, etc.)
  • all payments made for purchases in the context of any business, art or profession;
  • all payments made for purchases from merchants who do not have an “Affiliate Acquirer” to participate in the program;
  • all payments for purchases made outside the national territory, including the Republic of San Marino and the Vatican State;
  • ATM transactions, such as. withdrawals, telephone recharges, etc .;
  • bank transfers made through SDD (Sepa Direct Debit), that is, direct debits to checking accounts;
  • transactions related to recurring payments, with card debit or checking account.

The 4 periods of the Cashback plan

The repayment is divided into four periods. The first experimental period, called “Christmas Extra Cashback”, begins on December 8, 2020 and ends on December 31, 2020. Subsequently, as of January 1, 2021, three more periods of six months each are planned:

  • Experimental period: Christmas with additional refund: from December 8, 2020 to December 31, 2020
  • 1st semester: from January 1, 2021 to June 30, 2021
  • 2nd semester: from July 1, 2021 to December 31, 2021
  • 3rd semester: from January 1, 2022 to June 30, 2022.
