On the day of the new record of infections (24,991, 2,997 more than Tuesday) and 205 deaths from Covid, Giuseppe Conte does not want to plan a new repression soon. As he explained to the Chamber, the government will decide on other restrictions to contain the epidemic “after evaluating the effects” of the new Dpcm, “in at least two weeks.” Hence the denial of the rumors of imminent lockdown, made by the prime minister during the meeting with the unions.
Covid, the nightmare of contagion for doctors and nurses is back: 5,032 positives in 2 months
Decree Ristori, Conte: contributions until November 15
This means that if the contagion curve does not stabilize, the nth adjustment should start from Monday, November 9. And last until mid-December, if the epidemic slows down, to save at least Christmas. Shopping included. However, anticipation of repression in the event of a sudden worsening of the situation is not excluded.
In both cases, the most credible hypothesis is that of a less severe confinement than last spring, similar to the one announced last night by French President Emmanuel Macron (in France, infections reached 36,000): companies, factories and offices open, but all at home, stores closed (except for food addicts), we only go out to go to work or to take the children to kindergartens or elementary schools, to go shopping and for medical reasons. Almost certainly also the stop to travel beyond municipal and regional borders and territorial closures (this time ironic) in the cities most affected by the virus. Milan and Naples first. An epilogue so probable that Minister Gualtieri has already identified the economic resources of the coverage.
“It is too early to say that it will end like this,” says a minister following the file, “first let’s see what effects the latest measures will have.” Those that led to the closure of bars and restaurants at 6pm, cinemas and theaters, gyms, etc. And he pushed the government to approve the “soft drink decree” of more than 5 billion.
Conte alla Camera again explained the reasons for the last Dpcm: “These restrictions serve to manage the pandemic without stress” and “avoid a new blockade, which would further damage the economy.” “We are aware that they are severe measures,” he added, “but they are necessary, otherwise the epidemiological curve will get out of control.” Tracking positives is now practically impossible.
THE WHY OF THE CLOSURE
Next, the prime minister explained the technical-scientific bases of the Dpcm launched by the government, illustrating the guidelines of the Higher Institute of Health and the Ministry of Health that indicate the measures to be taken depending on the degree of spread of the virus: “The epidemic it is rapidly worsening and is compatible, at the national level, with the type 3 scenario “which foresees” the interruption of some higher risk socio-cultural activities “.
Well, if the situation worsened even more, pushing the health system to the limit (the other night when most met the threshold of 35-40 thousand more infections per day), the Higher Institute of Health, in the Ministry of Health and the Scientific Technical Committee have identified the measures compatible with scenario 4. Which would be a blockade similar to the one adopted between March and early May, but in order not to “kill the economy” the government would have to soften it. The goal: to minimize contacts between family and friends who do not live together, which generate 75% of infections and stop the crowds on buses and the subway. Hence the obligation to stay at home, if not for work, health and taking children to kindergarten or primary school: an indispensable solution to allow parents to work smart. A shake that, if it were for the Minister of Health Roberto Speranza and Dario Franceschini, exponents of the rigorist wing of the government, should be presented long before November 9.
Given the situation, the government in the meantime blocks those who expand the network of the Dpcm in the territory. The Minister for Regional Affairs, Francesco Boccia, has decided to challenge the more permissive ordinances of the autonomous province of Trento. And soon it could touch the measures of Bolzano and, if confirmed, those of Sicily.
However, blocking is scary. The mayors of Milan and Naples, Beppe Sala and Luigi De Magistris, wrote to Speranza to find out if the blockade feared for the two cities by Walter Ricciardi, a consultant to the Ministry of Health, is “an opinion shared” by the minister who replied: ” We will shortly provide a specific focus “for the two cities. “Now closing Milan is a bad choice,” Sala said. De Magistris agreed, but added: “If there is not an immediate slowdown of the epidemic, the lockdown is a matter of days.” Enzo De Luca, instead, wrote to Conte to protest: “We had asked for 600 doctors and 800 nurses, but our request remained unanswered …”.
