SMS DAL COLLE / Mattarella sounds a double alarm for the Government

A double alarm bell for the government sounded yesterday in parts of Quirinal. The loudest sounded late in the afternoon when the president Sergio Mattarella signed Decree of simplifications, but accompanied the signature with a series of comments. The objections are contained in a lengthy letter sent to the presidents of House and Senate and to Prime Minister. “I proceeded with the promulgation, especially taking into account the relevance of the provision in the difficult economic and social situation,” Mattarella stressed: as if to say that in normal times he would have returned the text to the Chambers.

The Quirinale notes that “various provisions” contained in the decree, beginning with the new provisions of the Highway Code, are alien to the original purposes of the provision and invites the government “to ensure that during the parliamentary examination of the decrees clearly heterogeneous with regarding the object and purpose of the emergency measures “.

A slap on the wrist with all the trimmings. It is as if the president had said: I sign this decree for the good of my country, but the text is so disastrous that I should send it back to where it came from. But the reprimand is even worse if the letter to the institutional leadership is read together with another text signed by Mattarella, published yesterday morning on the cover of the Corriere della Sera. It is a greeting to the demonstration “El tiempo de la mujer”, in which the head of state traces a course to be followed by the government. And it is a radically different direction than the one followed so far.

“It’s about discussing and establishing,” he says, “how to treasure the time of the emergency. And above all to initiate a broad and free of prejudice reflection on this crucial crossroads: if necessary, in light of the tragedy that has just been experienced, change paradigms, readjust priorities, including expenses and investments, adopt new models and styles and more persuasive, more attentive to the protection of people and the quality of life in general. Knowing that the choices we will make this season will profoundly affect not only our tomorrow, but also that of future generations. It is the moment of responsibility ».

A “broad” reflection without prejudice to resetting spending and investment priorities: Mattarella says that the government must speak with the opposition and make the big decisions about the future in a shared way. The reference to “next generations” recalls the appeal made by Mario Draghi at the Rimini Meeting. And we are talking about responsibility, an aspect that the Conte government shows not to take too much into consideration since it does not decide on schools, economic reactivation, business support, reform proposals.

Two reprimands in a few hours – not a good sign for Giuseppe Conte. Mattarella is increasingly concerned about the inability of the executive and the vacuum that surrounds this inability not only to decide, but even to draft decisive measures for the future of the country. The Quirinale meets its breath on the neck of Palazzo Chigi. He is concerned about the situation that will arise on September 21, when Parliament and the Government will be seriously weakened: the first due to the probable success of the Yes in the referendum, the second due to the advance of the center-right to the autonomous regions. A situation that could even get out of control if Conte continues to want to act without “a broad and unbiased reflection” with the opposition.
