It is a game of alms, however, because on the one hand the president of the Region Nello Musumeci and his other colleagues from the rest of Italy resist the decree itself until the evening, but obtain a victory in the confrontation with the Conte government: The one who decides, with his own decree, will be the Minister of Health Roberto Speranza, who – “after listening to the President of the Region,” specifies the decree – will thus assume the political responsibility of imposing or not a halt to thousands of companies ( and doing so will also shift the load of any refreshments to Rome).
The endless negotiation
It is a day of endless negotiations, the one that leads to the definition of the new Dpcm. Speranza and the Minister of Regional Affairs, Francesco Boccia, postpone the discussion with the governors from hour to hour, to try to define the last details of the decree and to know the situation in the individual regions: thus, until the evening, between Rome and Palermo they bounce only general guidelines, pending the most up-to-date analysis of the infection data. In the end, the draft of the semifinal arrives in the late afternoon: it foresees exactly three bands – red, orange and green – but not the indication of the boxes in which the individual regions go, which will probably be formalized only today. The evaluation is based on the Rt factor, which indicates the progression of the infection, but also on 21 other parameters, including bed occupancy and the frequency of outbreaks.
Bars and restaurants closed
Sicily, in this scenario, oscillates between orange and green. Until the evening, however, the orientation is to insert it between the orange regions: thus the stores would remain open, but the bars and restaurants would close (which instead operate until 6 pm in the green areas). Also stop in pubs, ice cream parlors and pastry shops, but the dining rooms would remain active, as well as all the catering with home delivery. Green light also to take away, but only until 10 at night and with the prohibition of consuming in the place or near the restaurant. Autogrill, hospital supplies and airports are exceptions. In addition, the prohibition of “all movement by means of public and private transport to a municipality other than the one of residence” would apply, except for reasons of work, studies, health and necessities. The schools model remains unchanged: distance education would be obligatorily applied only to secondary schools, with the possibility of continuing in presence until the eighth grade. Except, however, the hairdressers and wellness centers, while, as in all regions, there is the stop for museums and exhibitions, the closing of shopping centers on weekends and the curfew at 10pm.
Sicily alarm
