What kind of transparency do you ask for?
“That rule was included in the government decree, even before the decree reached Parliament, so it is completely of government origin. In the version released by the Council of Ministers and published in the Official Gazette on May 19, that paragraph was already there. Was it the legislative office of the government that wanted it? IS declares the ministry of cultural heritage and tourism, to which theoretically the sector regulations should refer? Or did it come from some other ministry? Or was it the Dagl (Department of Legal and Legislative Affairs ed) referring directly to Conte at Palazzo Chigi? The oddity is that no one has publicly claimed that rule, much less the Minister of Tourism. If it was really so helpful in reviving the economy, why didn’t anyone point it out? ”.
What do you expect then?
“It would be useful and correct to publish the minutes of the meeting of the pre-council of ministers that gave the green light to this provision, to track down the person responsible and make total transparency. The pre-council is the body that deals with the formal drafting of a decree, it takes place in the Palazzo Chigi with the legislative heads of all the ministries and is chaired by the head of the Dagl, appointed by President Conte. Every decree, even before reaching the Council of Ministers, passes from there ”.

“All the ministries send the articulated proposals to the Dagl to be included in the decree, then it is the Dagl that is specifically in charge of putting everything together and formally drafting the decree.
