Italy divided into three. Three areas with different measures implemented by the government to try to contain the Covid-19 infection. But in the last dpcm, how are movements to reach second homes regulated? Can you spend the weekend outdoors if you have a house by the sea or in the mountains? Different answers according to the color of the area in which you reside.
Those who live in the red regions (Piedmont, Lombardy, Valle d’Aosta and Calabria) or orange (Puglia and Sicily) will not be able to move to second homes. In fact, it is not allowed to cross regional borders or move from one municipality to another. Moving will be allowed only out of necessity, for example in the case of urgent works or breakdowns that put the home at risk. In the orange regions it will be possible to go to the second house only if it is located within the same municipality of residence.
The last area is the yellow one, which includes the rest of Italy: less severe restrictions apply here, but with a curfew from 10 pm to 5 am throughout the country. Let’s see in detail the different cases.
Red zones
Can I leave the region?
NO. For the “red areas”, those with the highest risk, the Dpcm foresees a stoppage of at least 15 days for each movement within and outside the Region. So it will not be possible to get to a second house even if it is in another red zone.
Can I move from one municipality to another in my region?
NO. It is also forbidden to leave the municipality where you live. A second home can be reached within the same region only in cases of proven need and urgency, for example in the case of urgent works or breakdowns that put the home at risk.
Orange areas
Can I leave the region?
NO. In Regions that fall within the orange band, any movement, in and out, will be prohibited, except for proven work, health and emergency needs. Therefore, it is not possible to get to the second house even if it is in another yellow zone.
Can I move from the municipality of residence?
NO. Any transfer to a municipality other than that of residence, domicile or domicile is prohibited, except for proven needs for work or study, for health reasons or for situations of need.
Can I go to a second home located in the same municipality of residence?
YES. In the orange regions it will be possible to go to the second house that is within the same municipality of residence. But it is recommended to avoid unnecessary trips.
Yellow areas
Can I leave the region?
YES. There are less restrictive measures for yellow areas. It is only prohibited to circulate from 10pm to 5am. Therefore, it will be possible to get to a second home but only if it is in another yellow zone. In fact, in reds and oranges it is forbidden to cross borders. Obviously it will also be possible to get to a second home located in another province in your region. Always respecting curfew hours.
