Schools in Puglia remain open, but families can decide whether to send their children to school or opt for distance education.
The TAR’s decision was expected for today and has arrived.
The judges established that ordinance number 413 of November 6, 2020 is still in force, which exceeded 407 of October 28, which had decreed the closure of schools, with the exception of children.
We recall that the TAR had suspended ordinance number 407 of the Region, postponing the discussion until November 18.
Immediately afterwards, Emiliano had issued another, number 413, with which he had recognized the disposition of the administrative judges, but left families the possibility of opting for distance education.
Ordinance 413
The ordinance takes effect from November 7, 2020 until the end of December 3, 2020. The teaching activity – it says – must be carried out in application of the dpcm November 3, 2020.
But with a note: “To allow the protection of public health also in Apulia through digital teaching integrated in the first cycle of education, to reduce the risk of spreading the epidemic, the school institutions of the same first cycle of education must guarantee the online connection in synchronous mode for all students whose families expressly request that their children adopt integrated digital learning, even in a mixed way, and also for limited periods of time coinciding with quarantines or fiduciary isolations, instead of the activity in presence”.
For secondary schools, distance education is provided at 100%, as mandated by the Dpcm of November 3. “The possibility of carrying out face-to-face activities is kept safe -continues- if the use of laboratories is necessary or for reasons of maintaining an educational relationship that achieves the effective school inclusion of students with disabilities and special educational needs.”
