School, here are the guidelines in case of infections

The clouds that accumulate as the school year resumes seem to never end. There is not only the problem of infection management, the unknown of the delivery of single-seater desks on time and the lack of classrooms to attend. Now there is also the problem of the risk of empty permanent chairs and an increase in substitutes. In fact, the government has authorized the Ministry of Education to hire 85,000 teachers indefinitely.

But, although the Mef decree with the permission to spend was not signed until August 28, the operations for the allocation of the chairs are already concluded. And a good part of the chairs were left empty, with the need to cover the rest with substitutes. In fact, by law, 50% of teacher appointments must take place from rankings to exhaustion and for the remaining 50% of competition rankings (first, 2016, 2018 competitions). Given that the new contest announced by Education Minister Lucía Azzolina (with the winning teachers who will take office no earlier than the next school year) has been postponed in the fall, and since the Gae have been empty for years, especially in the North, It was inevitable that many of the 84 thousand chairs available were not covered by a permanent teacher. Furthermore, a replica of what happened last year when “out of 42 thousand permanent positions, around 20 thousand teachers were hired,” recalls Rino Di Meglio, national coordinator of the teaching union.

About 170 thousand vacancies

“If we add those due to retirements from this year to those from last year, we have estimated 170-180 vacancies. It is clear that professors hired indefinitely will not be enough to cover them. Nor are they the approximately 50,000 substitutes that will be hired along with approximately 20,000 ATA employees based on the decree signed by Minister Azzolina to attend to the emergency in front of the school personnel. “This will also be a year dedicated to precarious teachers, with the aggravating circumstance that in the absence of competitions or other stabilization mechanisms, the new precarious workers are added to the precarious ones of the previous year,” says Di Meglio. In Florence, just to give an example, according to the unions CGIL, CISL, UIL, Snals and Gilda, at the sound of the bell, on September 14 there will still be 822 open chairs, whose professors will not arrive before October.

The Unknown Factor of “Fragile Workers”

But Covid-19 also brings with it another emergency: that of “fragile workers.” Hundreds of professors who have already asked not to return to the chair because they are more exposed to the infection. These are teachers over 55 years of age (in 2019 out of 730 thousand holders, those over 54 were more than 300 thousand) perhaps with asthma and allergy problems, or with chronic diseases, or with ongoing chemotherapy cycles. . By law, the definition of “fragile worker” includes those who suffer from multiple diseases at the same time, the immunosuppressed, cancer patients. You can also add those over 55 years of age for whom the doctor Inail decides that “exceptional health surveillance” is required as provided for by the general regulations for the protection of workers and those dictated in recent months for all those who are infected from Covid could have very serious consequences. And the director of the Veneto school office, Carmela Palumbo, reported hundreds of letters to the teachers’ directors asking to be exempted from the service.

Gissi (Cisl): the high school teacher has been known for a long time

“The school is working to get back in service, the historical problems of the school staff and the high age were known to everyone and for some time: there were no interventions to plan any difficulties and today we try to run to cover ourselves: one more late time “said the secretary of the CISL School, Maddalena Gissi about the alarm of empty chairs due to the emergency of the fragile workers. In the school, the percentage of people over 55 years old is between 40 and 45%. There are 171,000 people over Age 62. Lacking “fragile” teachers could lead to unexpected staff gaps, right at the time, instead of trying to strengthen school staff. And as always, it will be up to the most precarious to keep the school year. an estimate of the Flc Cgil, the necessary substitutes will be more than 200 thousand.
