Sardinia, mandatory buffers for those who arrive: all the inconsistencies of the ordinance

From today until October 7, for those arriving in Sardinia, from any source, there are new anti-Covid 19 restrictions: certificate of negativity that must be shown on boarding or, alternatively, test or swab to perform on the island. A few hours after the entry into force of the regional ordinance, some clarifications arrive at night. In fact, news compared to what is foreseen in the initial document issued last Friday.

In particular, travelers must carry with them the negative result of a swab (or rapid or serological antigen test) carried out in the previous 48 hours, and register online, already mandatory, on the dedicated institutional portal, or through the Sardinia application . safety. And for those who arrive without? The explanatory note specifies that it is possible to “comply” in the next 48 hours. In several ways: the arrival is communicated to the local health company and you “agree” to undergo the tampon, but in the meantime you enter fiduciary isolation that ends only when – and obviously if – you have a negative result. At the moment, with only a medical prescription, voluntary swabs (at a cost of 65 euros) are processed only in Olbia, at the Qatar hospital, under public agreement. Although soon, according to the Councilor for Health, Mario Nieddu, others will arrive.
But the swab is not exactly the only alternative: you can also do a test, including the serological one, which, however, has a window of seven to ten days for diagnosis. Where is? In the “destination structure”, presumably receptive, provided that it is “certified by a qualified doctor” to be referred to the address of the Department of Health. Or, again, contact one of the 33 laboratories of the agreement, in addition to the seven centers as well as agree to take the test directly at the port or airport at the stations “eventually” enabled. So we read, because at the moment they are not there, nor were they mentioned in the original order. And if until two days ago the costs (from 30 euros) were considered a small economic sacrifice that the traveler can face, now the tipping point is approaching. The tests in the insular zone will be the responsibility of the Region. In fact, the refund is expected upon receipt, according to procedures yet to be resolved.

But the provisions, then, are not valid for everyone. Apart from the exceptions already indicated for parliamentarians and crews, it is better to specify that: those traveling for work and health reasons are not required to obtain certification. And even those who travel for personal reasons are exempt, as long as they have a round trip in 48 hours, as well as children under the age of ten.

In essence, these are controls more intended for tourists, as specified in the introduction: “for those who intend to enter the island for recreational or tourist purposes.” The reason is the increase in infections from August that took Sardinia from zero cases in July to an average of fifty a day, with outbreaks not only in the most famous coastal towns, but also in inland countries. In addition to the continuous hospitalizations, 18 only on Sunday. According to “the reconstruction of the contagion chains, it was clearly evidenced that the new viral spread was determined in Sardinia by the opening of tourist flows”. Hence the squeeze at the end of the season, among the discontent of the trade associations that have already registered casualties.

But the most controversial point remains the mandatory nature, beyond the formulas used, already contested by the government in May on the proposal for a health passport presented by the president of the Region, Christian Solinas. The government’s opposition is now reiterated by the Minister of Regional Affairs, Francesco Boccia, who has already announced an investigation into the new provisions. The two face mutual accusations of political propaganda, as well as health responsibility.
