Since Tuesday goodbye to the superticket, the fixed fee that patients pay for each prescription for diagnostic services and specialists. “Whenever a person does not care as she should for economic reasons, we face a defeat for all and a violation of the Constitution. For this reason, in December we approved the regulations that come into force on September 1. The superticket is abolished and nobody will pay for it anymore, ”announces the Minister of Health. What is it about
Depending on the Regions, as stated in the 2020 budget planning document prepared at the time by the government, the figure can reach up to 10 euros in visits to specialists and diagnostic services. The established amount is paid on the prescriptions for visits and examinations and is applied irregularly in Italy, with Regions that, as we will see, apply the rate in its entirety and others that, on the other hand, have already abolished or foresee a payment based in to the rent or value of the prescription.
“A victory for the state”
This is one of the commitments most taken seriously by Minister Speranza, who together with his party, at this point, led a real battle at the end of last year. The superticket represents revenues for the State coffers of around 414 million euros in 2016, according to the latest data from the Court of Auditors, but the situation is highly heterogeneous and varies from one place to another. At first, only Basilicata, Sardinia, Valle d’Aosta and the Autonomous Province of Bolzano were free of the tax (the law that established it in 2011 does not in fact establish that it is mandatory and it is emphasized that the Regions are free to decide how to apply it), to which other Regions have spontaneously joined in recent months. For Speranza, by eliminating the superticket, “a” dam “to access the National Health Service was canceled.” The inability to access health services for citizens “is a defeat for the State. On the contrary, the election made by the Council of Ministers is a victory for the State, in the name of Article 32 of the Constitution ”, commented the minister at the time of approval. The necessary resources are also in the budget for next year.
