The Ristori decree provides for new contributions a Lost fund, for a total of 1.5 / 2 billion euros of aid.

The Mise and the Mef are working to define the structure and mechanisms for the disbursement of said compensation. From Gualtieri’s statements, however, some characteristics of this specific support for companies have already emerged.

L ‘Revenue agency will be responsible for the direct payment to the account of the beneficiaries, as has already happened with the provisions of the Relaunch decree. The economic subjects involved in the previous disbursement will be able to receive them already within November fortnight (on November 11 he advanced to Gualtieri) the non-refundable amount of the checking account.

For those excluded from the measure of the relaunch decree, or economic realities with turnover of more than 5 million euros, the times will be longer. These companies, in fact, will participate in the non-reimbursable support of the Ristori decree, but they will have to submit an application.

As to amounts of soft drinks, Minister Gualtieri was unbalanced when stating that: “we will give a higher compensation this time the one received last time”.

In the relaunch decree, 10.15 and 20 percent were offered on the basis of revenue or fees included in the decrease compared to 2019 and included in three bands.

For natural persons, a minimum of 1,000 euros was foreseen, increased to 2,000 euros for legal persons. For the moment, the certainty about the Ristori decree is that the compensation will be much higher. They must cover from 100% to 200% of the fall in turnover. 400% is also assumed for businesses that have never reopened.

“Basically 3 to 6 times the percentage guaranteed by the relaunch decree”, as stated by the Deputy Minister of Economy Castelli.

There will also be a distinction between companies that will close at 6:00 p.m. and those that will be forced to completely block their activities, with more support for the latter.

The maximum loss coverage will likely be 150,000 euros.

IMU fee removal

Probably the cancellation of the IMU fee. The tax, which expires on December 16, should be eliminated for companies and economic subjects affected by the Prime Minister’s Decree, as announced by Gualtieri himself.

The decision would have an economic impact of 114 million euros.

the Soft drink decree you must also extend the tax credit rentals. Minister Gualtieri spoke of three more months of support for companies and merchants who have to bear the monthly cost of rent.

Specifically, you will have the possibility to deduct the rental credit or transfer it to the owner. The operation has a value of 260 million euros.

Dismissal fund

The provision should also contain the Cig extension, specifically for companies that have used it continuously and for which the deadline ends in mid-November.

It is assumed a postponement of the dismissals of 6 or 10 weeks, for a value of 1,600 million euros.

Well alone

Gualtieri, when presenting the guidelines of the Ristori decree, also spoke of an indemnification of 1,000 euros will be provided for more difficult categories, which could include:

  • seasonal tourism;
  • seasonal shows;
  • sports center operators;
  • for occasional and intermittent workers
  • home sellers

The bonus would compensate the loss of income of the categories included in the closures and limitations of the new DPCM. However, the characteristics and scope of these supports remain to be defined. only one.
